The “Y” Factor Killed The Reputation Of Commission!
For a writer it’s a matter of great satisfaction if the issues raised by him get snowballed into crucial developments at grass-roots level. I am really happy that Allahabad High Court quashed appointment of Chairman of Uttar Pradesh Public Service Commission on grounds that it was “arbitrary” and “”breach of provisions of Constitution”. I had taken note of the grievances of agitating students much before it turned into a sub judice affair. I had kept a close eye on the affairs pertaining to the world of students besides taking note of key developments taking place inside the corridors of Public Service Commission. There was a personal reason as well. My father had served this institution and therefore issues related to it meant a lot for me at emotional level. It was really upsetting for me that such an impartial constitutional body had become playground of vested interests. The key posts went to people with chequered past. But none could raise objection since it was an autonomous body enjoying immense power. Of course, everybody knew that it was being controlled by “Y Factor” ( Yadav factor )
Being resident of this city, I always met students who informed me about the malpractices going on unabated inside Commission. The whole examination process for various examination had become a farce, interviews were being conducted in most discriminatory way. That meant end of road for meritorious students wishing to be part of system as government officials. Although I do not believe in being head on with district administration, I was devoid of saner choice other than asking students to demonstrate on the streets in a ferocious way. Fortunately, the agitations took the same shape with students going berserk! Number of petitions got filed in the court regarding the misuse of power and abuse of constitutional provisions. Like always Court had the last laugh when it showed the door to Secretary and Chairman of Uttar Pradesh Public Service Commission within gap of few days. The High court set side appointment of Chairman treating it to be “ultra vires” of Article 316 pertaining to the guidelines related with appointment of Chairman and other members of Uttar Pradesh Public Service Commission.
I came to vigorously pursue this issue through my writings. This post “The Tragic Transformation Of Public Service Commission Into Yadav Service Commission!“ which first appeared this website on July 29, 2013, referred to dirty games and shady deals happening on the premises of Uttar Pradesh Public Service Commission. I dispatched this article to offices of mainstream newspapers but none dared to show enough guts to take anti-government stance in such a brazen fashion! Luckily, this article elicited huge interest of readers on my website. Obviously, now when High Court has finally ensured that natural justice and rule of law are above dubious interests of political masters by quashing the appointment of Chairman, I feel a deep sense of satisfaction within. At least, it makes me have this realization that pen is mightier than sword! That written words never go in vain if they truly represent anguish and dissent.
I need to clarify that Allahabad High Court dealt with this issue on entirely different grounds as ones raised in my article, “The Tragic Transformation Of Public Service Commission Into Yadav Service Commission!“, published on July 29, 2013. However, in the end, it culminated into the end as desired by me.Let’s hope constitutional bodies come to serve the people instead of serving political masters!

The Tragic Transformation Of Public Service Commission Into Yadav Service Commission!
Uttar Pradesh Public Service Commission is a constitutional body, which has been assigned the task to make selections in various governments department at a State level. One expects it to discharge its duties in impartial and sound manner. However, of late, this prestigious constitutional body has become like a caged pigeon in the hands of its incompetent officials, who are acting at the behest of political masters. The latest reservation policy row provides insight into the mindset of officers working at this prestigious office. The implementation of caste-based quotas at the preliminary level of many important examinations, mainly to benefit certain “caste”, without worrying about the collateral damage caused by it is an ominous sign. It’s supposed to act in neutral manner so as to ensure that the selections take place in a fair way. However, the new mantra for it seems to be that “foul is fair”. The appeasement of political masters is more important than selection of meritorious candidates through right process.
This government agency some decades back enjoyed a good reputation of conducting examinations, and later, making final selections in honest way. It had such an impressive track record that many other government agencies sought its help in making proper selections in their own departments, granting it the authority to conduct examinations. However, the scenario inside the office has changed dramatically in last few years, especially in the regimes of Bahujan Samjwadi Party and Samajwadi Party- the political parties which were in control of Uttar Pradesh in last few years. Their casteist approach demolished the reputation of this prestigious body. In their regimes, the key positions went to officers who played havoc with the selection process.
The students who ensured that controversial reservation policy gets scrapped are absolutely right in demanding that a high level inquiry committee should be formed to take note of the irregularities made in selections during last few years. The students need to be appreciated for their act of seeking relevant information in this regard under Right to Information Act. At present two officers from Yadav community are holding key positions in this office. Isn’t it highly shameful that students now treat Uttar Pradesh Public Service Commission as ” Yadav Selection Commission”? Most of the bright students after completing the graduation go in for examinations conducted by Public Service Commission since selections to most of the the key administrative posts are made by it. Don’t these corrupt officials realize that by making selections in such arbitrary manner they are causing irreparable damage? First, they are destroying the future of genuine applicants, and second, they are paving way for incompetent people to act as government servants in future. What sort of decisions such government officials would make who got selected through such flawed process?
The reservation was introduced by makers of the Constitution for a specific period to enable marginalized castes attain a dignified position in the society. The sentiments of people, who introduced reservation, were really aimed at the welfare of weaker sections of society. However, that’s not the case now. It’s the most effective tool to destabilize societal structure. It’s the instrument to remain in power. It’s a weapon in the hands of dirty political minds to ensure that they remain relevant in political landscape. It’s high time courts and conscious citizens teach fitting lesson to corrupt political leaders and bureaucrats, who are demolishing the image of constitutional bodies.

दिल्ली सामूहिक दुष्कर्म: कुछ वो बाते जिन्हें बताने, दिखाने और समझाने सें मेनस्ट्रीम मीडिया कन्नी काट गया!
दिल्ली में 16 दिसम्बर की रात हुई सामूहिक दुष्कर्म की घटना की जितनी भी निंदा की जाए वो कम है।
दिल्ली में 16 दिसम्बर की रात हुई सामूहिक दुष्कर्म की घटना की जितनी भी निंदा की जाए वो कम है। इसकी वीभत्सता और दरिंदगी का अंदाज़ लगाने में शायद रूह भी काँप जाए अगर हम इस घटना के बारीकी में जाकर देखे जैसा समाचार पत्रों या अन्य माध्यमो से हमे पता चला है। उसके बाद इंडिया गेट और जंतर मंतर पर हुएँ प्रदर्शनों से हमे ये समझ में आया कि चलिए लोगो में रोष को स्वर देने का सलीका तो आया। लेकिन कुछ ऐसी बाते है जो मेनस्ट्रीम मीडिया में अब तक चर्चा का बिंदु नहीं बन सकी। सो एक कोशिश है प्रबुद्ध पाठको का ध्यान उन पहलुओ की तरफ खीचना की ।
ये तो तय है कि आसुरी तत्त्वों की प्रधानता हो चली है जिसमे अराजक तत्त्व कुछ भी करके चलते बनते है और एक बड़ा वर्ग सिर्फ चुपचाप खड़ा सा देखता रहता है। सो जवाबदेही सिर्फ उन लोगो की ही नहीं बनती है जिन्होंने इस कुकर्म को अंजाम दिया। वास्तविक जिम्मेदारी उन लोगो की बनती है जिन्होंने सिस्टम को चलाने का ठेका ले रखा है: राजनेता, प्रशासन, न्यायपालिका और समाज के विभिन्न अंगो के लोग जिनमे से शायद कुछ धरने प्रदर्शन में भी शामिल होंगे। इस मुद्दे का बहुत महीन विश्लेषण करने की जरूरत है। इसके पहले मै विश्लेषण करू इस बात पर गौर करने की जरूरत है कि अधिकतर प्रदर्शनकारी जो इंडिया गेट पर शामिल थें दुष्कर्म के आरोपियों को मौत की सजा के पक्षधर थें। जैसा कि इन विरोध प्रदर्शन के साथ होता है कुछ फेमिनिस्ट स्पॉन्सर्ड संस्थाएं और कुछ सेकुलर लोग भी अपने हित के लिए इन विरोध प्रदर्शन में शामिल हो गए। जहाँ तक आम आदमी के गुस्से की बात है वो समझ में आता है मगर इन जैसे लोगो का विरोध प्रदर्शन या तो सत्ता के लिए होता है या सिर्फ विदेशी संस्थानों से धन उगाहने के खातिर होता है। ऐसे लोग आपको मानवाधिकार की बाते इन अवसरों पर ज्यादा करते दिख जायेंगे।
इसलिए विरोध प्रदर्शन जो “हैंग द रेपिस्ट्स” तक ही केन्द्रित हो उठा है वो खतरनाक है। इस सीमित सोच से बात नहीं बनेगी जब तक सिस्टम का हर अंग सुचारू रूप से काम न करे। आप देखिये जिस वक्त दुष्कर्म की शिकार इस लड़की के लिए उत्तेजित भीड़ इंडिया गेट पर तख्ती, बैनर, मोमबत्ती के सहारे अपनी बात कह रही थी ठीक उसी वक्त उत्तर प्रदेश में एक अभागी माँ सामूहिक दुष्कर्म की शिकार अपनी बेटी, जिसने आत्मदाह कर लिया इस घटना के बाद , न्याय के लिए भटक रही है , धरने पर बैठी है जिलाधिकारी कार्यालय पर कोई सुनवाई नहीं, उल्टा पुलिस ने मनगढ़ंत कहानी रच डाली है। दूसरा आप सेलेक्टिव चेतना से ऊपर उठें। क्या बात है कि गरीब किसान क़र्ज़ में डूबकर आत्मदाह कर लेते है पर उसके लिए कभी जनाक्रोश नहीं उभरता बल्कि सरकार खरीद मूल्य और कम कर देती है, उसके द्वारा उगाये अन्न सड़ कर गल जाए इसकी व्यवस्था सुनिश्चित कर देती है। अफज़ल गुरु की फांसी टलती जा रही है जबकि इस प्रकरण से जुड़े शहीद परिवार के लोग संसद के आगे आत्मदाह तक कर डाल रहे है पर हम खामोश रहते है। व्यवस्था को जड़ से हटाने के लिए तब अन्ना, रामदेव या अरविन्द केजरीवाल जैसो को सामने आना पड़ता है, जिनको मिटाने और तोड़ने की हर साज़िश सरकार कर डालती है पर समाज का हमारा एक बड़ा वर्ग निश्चिंत होकर बीवी बच्चो के लिए मगन होकर अथाह पैसा सही गलत तरीके से बना रहा होता है। तब रोष या आक्रोश नहीं उभरता है। लिहाज़ा इस सामूहिक दुष्कर्म का शिकार इस लड़की के लिए उभरे आक्रोश पर ख़ुशी तो है पर इसकी अपूर्णता का भान होते ही ख़ुशी काफूर हो जाती है।
ये बात हमको समझ में आना चाहिए कि जहा सिस्टम इतना दोषपूर्ण हो चला है कि जब तक हम सच और झूठ का फैसला कर पाते है तब तक बहुत देर हो चुकी होती है वहा पर सख्त कानून बना देने भर से उलझने और समस्याएं और बढ़ सकती है। हम आज जिस समाज में रहते है वहा दुष्कर्म भी हथियार के रूप में इस्तेमाल किया जाता है, स्त्रिया भी उतनी ही अय्याश बन कर उभरी है जितने की पुरुष और उन्हें अपने मकसद के लिए नीचे गिरने में कोई संकोच नहीं है लिहाज़ा अगर आप सख्त कानून बनाते है बिना सिस्टम में उतने ही बारीक सुधार किये तो ये तय है कि इस तरह के कानून से समाज में बिखराव और बढेगा। इससे बेहतर तरीका ये रहेगा कि उपभोक्तावादी संस्कृति में स्त्री पुरुष अपने आचरण को लेकर सजग रहे बजाय हर बदलाव के लिए कानून की बैसाखी का सहारा लेने के लिए। इंडिया गेट पर प्रदर्शन हर्ष तो देता है पर इस बात का भान तो सदा बना रहता कि स्वार्थी तत्त्व इनको अपने स्वार्थ के लिए इस्तेमाल करते है जिससे बजाय कोई अच्छा हित सधने से स्त्री-पुरुष के बीच वैमनस्य की खाई और चौड़ी हो जाती है। अगर हम इनसे ऊपर उठकर, इनसे बच कर अपनी लड़ाई लड़ सके तो समाज का सचमुच में भला हो सकेगा नहीं तो ऐसे आक्रोश स्वार्थी तत्त्वों का सिर्फ हित साधने का साधन भर बन के रह जाते है। सड़ी गली सेक्युलर संस्थाएं ऐसे ही आक्रोश को सामाज विरोधी शक्ल दे देते है। सो गुस्सा सार्थक बदलाव के लिए करे ना कि गलत लोगो का हित साधने के लिए करे। अंत में लोगो का आक्रोश क्या रंग लाता है ये तो वक्त बतायेगा पर उम्मीद है कि सिंगापुर के हास्पिटल में भर्ती ये बहादुर लड़की जल्द ही स्वस्थ होकर बाहर फिर उन्मुक्त होकर विचरण कर सकेगी।

इस असीम संभावनाओ से भरे भारत देश को टॉनिक नहीं सर्जरी की जरूरत है
सार्थक बदलाव सिर्फ उम्मीद के सहारे नहीं होते
उम्मीद पे दुनिया कायम है. ऐसा मैंने बहुत से लोगो को कहते सुना है, महसूस करते देखा है. पर क्या उम्मीद के भरोसे चमत्कारी परिणाम की उम्मीद की जा सकती है? नहीं, बिल्कुल नहीं. सिर्फ उम्मीद का दामन थामने से काम नहीं चलता. बड़े और सार्थक बदलाव सिर्फ उम्मीद के सहारे नहीं होते बल्कि उम्मीद और कुशल नीति के समुचित सम्मिश्रण के दम पे होते है. अभी कुछ दिनों पहले मै अपना ही किसी पुराने मित्र को लिखा पत्र पढ़ रहा था. उस में अपने मित्र को जो सिर्फ प्रतीकात्मक तरीको को सब कुछ मान बैठा था को ये समझाने की चेष्टा थी कि सिर्फ मोमबत्ती जुलूसो इत्यादि क्रियाकलापों से बात नहीं बनती. उस पत्र का सम्पादित अंश मै आप सब के सामने रख रहा हूँ. वैसे ये अजीब सी बात है कि मै अपना लिखा हुआ जब कई सालो के बाद पढता हूँ तो ऐसा महसूस होता है कि जैसे किसी दूसरे का लिखा हुआ पढ़ रहा हूँ, ये यकीन कर पाना मुश्किल होता है कि मैंने खुद ये बाते कभी किसी को लिखी थी. सो सबकी तरह मै अपना ही लिखा एक अजनबी की भांति पढता हूँ और अब यही कर रहा हूँ इस पत्र को दुहराते वक्त.
” मित्र जिस देश में कफ़न से लेकर चारा तक में घोटाला हो रहा है वहा पे सिर्फ आशावाद या प्रतीकात्मक कदमो से काम तो नहीं चलने वाला. ये तो वही बात हो गयी कि जिस मरीज़ को सर्जरी की जरूरत हो उसे डॉक्टर साहब टॉनिक देकर घर जाने को कह दे!! इस असीम संभावनाओ से भरे देश को टॉनिक नहीं सर्जरी की जरूरत है. हमारे यहाँ के काबिल नौकरशाह जब पढ़ लिख कर कुर्सी पर बैठते है तो पैसा लूटने की मशीन बन जाते है. कामनवेल्थ से पहले की लूट खसौट पे गौर करो. मायावती के जिन्दा लोगो के “welfare ” के बजाय बेजान मूर्तियों से लगाव को देखो. मधु कौडा ने झारखण्ड जैसे कम विकसित राज्य में भी चार हज़ार करोड़ का घोटाला कर दिया इस पर भी गौर करो!! अब बताओ मित्र क्या सिर्फ प्रतीकात्मक आशावाद से इस देश का कल्याण हो सकता है ?
मित्र आपने कभी गौर किया है कि जो एलिट क्लास कभी वोट देने भी नहीं निकलता पर फिर भी हर सुविधा का पूरा हिस्सा डकार जाता है अपने से कम हैसियत वालो को समाज पर बोझ समझता है और इनसे दूरी बना के रखता है. ये अलग बात है कि इस देश को भूखे नंगे किसान, साधनविहीन लोग ही चला रहे है. आश्चर्य नही कि बाहर वाले इन्हें “slumdogs ” कहते है और हम इस पर ताली बजाकर जय हो करते है. आप का कहना है कि छोटी सी पहल बहुत दूर तक ले जाती है. सही कह रहे हो मित्र. आशावाद के दृष्टिकोण से पर यथार्थ में तो वोही होता है जो मुक्तिबोध बाबा कह रहे है इस कालजयी कविता में :
“भूत बाधा ग्रस्त
कमरों को अंध -श्याम साँय-साँय
हमने बताई तो
दंड हमी को मिला
बागी करार दिए गए ,
चांटा हमी को पड़ा ,
बांध तहखाने में-कुओ में फेंके गए
हमी लोग !!
क्योंकि हमे ज्ञान था ,
ज्ञान अपराध बना !!
खैर मै घोर आशावादी हू इसलिए मै सार्थक पहल वाली तुम्हारी बात की मै उपेक्षा नहीं करना चाहूँगा. ये जानता हू कि भ्रष्टाचार से भरे समाज में प्रतीकात्मक कदमो से कोई ख़ास बात नहीं बनने वाली पर फिर भी दुष्यंत साहब कि ये पंक्तिया भीतर एक अच्छा एहसास पैदा करती है: कौन कहता है कि आसमां में छेद नहीं होता, एक पत्थर तो तबियत से उछालो यारो.”

ईमानदार आदमी का इनाम उसकी उपेक्षा, बदनामी और मौत!
श्री मंजुनाथ: ईमानदारी का इनाम मौत होती है!!!
रवीश कुमारजी का ये लेख पढने के बाद जो कि राजस्थान पत्रिका में छपा था समझ में ये आया कि ईमानदार आदमियों के लिए ये दुनिया बेगानी होती जा रही है. ना इनकी क़द्र है और ना इनके लिए जगह है. बात यही तक रहती तब भी ठीक था मगर अब ये दुनिया खतरनाक भी हो चली है ईमानदार आदमियों के लिए. शायद कालिख पुते चेहरे में एक साफ़ सुथरा सा चेहरा एक भद्दा सा दाग होता है. ईमानदार आदमी एक गहरा मज़ाक होता है बेईमानो के लिए. सो उसका ना होना ही बेहतर है. सो उसे इतना प्रताड़ित किया जाता है या तो वो विक्षिप्त हो जाता है या उस दुनिया में चला जाता है जो कि बेईमानो के पहुँच से बाहर होती है. हम सब एक साफ़ सुथरा समाज चाहते है पर एक साफ़ सुथरे आदमी से नफरत करते है क्योकि वो सामाजिक लोगो के गणित में फिट नहीं बैठता. एक जुगाडू जनप्रतिनिधि पैसो के दम पे लोकसभा/राज्य के चुनाव में जीत जाता है पर एक ईमानदार प्रतिनिधि पहले तो खड़ा होता नहीं और यदि खड़ा होता भी है तो जमानत जब्त हो जाती है.
ठीक इसी तरह कोई कर्मचारी घोटालो के खिलाफ आवाज नहीं उठता है और यदि उठाता है तो मौत, बदनामी, उपेक्षा, प्रताड़ना इत्यादि के आलावा उसके नसीब में कुछ नहीं है. याद कीजिये उत्तर प्रदेश के स्वास्थ्य विभाग हुए घोटालो में जेल के अन्दर बंद लोग भी मार दिए गए. ठीक इसी तरह एक उच्च पुलिस अधिकारी ने जब आवाज उठाई तो उसे विक्षिप्त करार देकर इलाज के लिए भरती करा दिया. निष्कर्ष साफ़ है. जो गलत में साथ दे वो नार्मल है और जो गलत के खिलाफ आवाज उठाये वो एबनार्मल. लोग तो ये भी कहते है क्या जरुरत थी माफियायो के खिलाफ आवाज उठाने की! मतलब गलत सिस्टम का विरोध मत करिए. इसका हिस्सा बन जाईये!
आइए इस मुद्दे को बेहतर समझने के लिए रवीश कुमार जी का लेख पढ़ते है. और पढ़ के यदि हम थोडा सा भी स्पेस ईमानदार आदमी के लिए बना सके तो समाज थोडा जीने के लायक सा हो चलेगा.

*अकेले पड़ते ईमानदार लोग*
यह हो सकता है कि एस पी महांतेश नाम के अधिकारी के बारे में आपने नहीं सुना हो। कर्नाटक के चीफ जस्टिस के घर के सामने इस अधिकारी की धारदार हथियारों से मार कर हत्या कर दी गई। जब तक यह अधिकारी अस्पताल में ज़िंदगी और मौत से लड़ता रहा कर्नाटक के मुख्यमंत्री जो उसी विभाग के मंत्री हैं देखने तक नहीं गए। महांतेश कर्नाटक के कापरेटिव ऑडिट महानिदेशालय में उपनिदेशक थे। इनके आते ही कर्नाटक में ढेरों कोपरेटिव घोटालों का पर्दाफाश होने लगा। कई बार मारने और डराने की कोशिशों के बाद भी महांतेश का इरादा कमज़ोर नहीं हुआ। लेकिन अब यह अधिकारी हमारे बीच नहीं है क्योंकि हमारे कल के ईमानदार भविष्य के लिए लड़ते हुए मार दिया गया है। मुझे नहीं मालूम कि आप नीमच,शिवपुरी,बंगलोर,कोलकाता,गंगानगर और अलवर में महांतेश के बारे में पढ़ते हुए क्या सोच रहे होंगे। शायद यही कि सिस्टम से कौन लड़े। कोई नहीं लड़ सकता। गनीमत है कि महांतेश ने हमारी तरह नहीं सोचा। हमारी सहानुभूति की भी परवाह नहीं की। अपनी और अपने परिवार की ज़िंदगी दांव पर लगाकर एक के बाद एक घोटाले का पर्दाफाश करते चले गए।
अप्रैल के महीने में दिल्ली में रवींदर बलवानी की हत्या हो गई। पुलिस दुर्घटना बताती रही है। परिवार के लोग हर दूसरे दिन हाथ में बैनर लिये खड़े रहते हैं कि आर टी आई कार्यकर्ता रवींदर बलवानी की हत्या हुई है। उनकी बेटियां समाज और सरकार से गुहार लगाती फिर रही हैं मगर सौ पांच सौ लोगों के अलावा किसी का कलेजा नहीं पिघलता। जुलाई 2010 में गुजरात हाई कोर्ट के करीब आर टी आई कार्यकर्ता अमित जेठवा की गोली मार कर हत्या कर दी गई। ईमानदार अफसरों के सिस्टम से लड़ने और मारे जाने की घटनाएं 2003 में शैलेंद्र दूबे हत्याकांड और 2005 में एस मंजूनाथ हत्याकांड के बाद से मीडिया में जगह तो पा जाती हैं मगर सरकारों पर असर नहीं पड़ता। ईमानदारी का बिगुल बजाने वाले अफसरों को सुरक्षा देने का कानून अटक-लटक कर ही चल रहा है। अगर हम अपने ईमानदार सिपाहियों के प्रति इतने ही सजग होते तो एक मज़बूत कानून बनने में दस साल न लगते।
संसद में व्हिसिल ब्लोअर विधेयक पड़ा हुआ है। इसमें शिकायत करने वाले को सताए जाने के लिए कोई सज़ा नहीं दी गई है। यहां तक कि बिल में सताने यानी उत्पीड़न को भी विस्तार से नहीं बताया गया है। गुमनाम शिकायत को स्वीकार न करने की बात कही गई है और भ्रष्टाचार के खिलाफ बिगुल बजाने वाले को पीड़ित करने वाले अफसरों के लिए दंड की कोई व्याख्या नहीं की गई है। इस कानून की खामियों पर कई बार सार्वजनिक चर्चा हो चुकी है। दरअसल किसी बिगुल बजाने वाले को सुरक्षा देने के लिए कानून का इंतज़ार करना भी ठीक नहीं है। 2004 में ही सुप्रीम कोर्ट ने कहा था कि कानून बनने से पहले भी सुरक्षा का प्रावधना होना चाहिए। इसके बाद भी एस पी महांतेश को कोई सुरक्षा नहीं दी गई।
यह सबक हमने सीखा है शैलेंद्र दूबे और मंजूनाथ की हत्या के बाद। लोगों के भावनात्मक उबाल का फायदा उठाने के लिए सरकारें उस वक्त तो वायदे कर देती हैं मगर जल्दी ही भूल जाती हैं। उन मामलों का भी पता नहीं चलता जिनके बारे में खुलासा करते हुए ये अफसर जान देते हैं। कुछ मामलों में अपराधियों को पकड़ कर सज़ा तो दे दी जाती है मगर बड़ा ओहदेदार पकड़ा नहीं जाता है। क्या आप जानते हैं कि शैलेंद्र दूबे ने स्वर्णिम चतुर्भुज योजना में तीस हज़ार करोड़ रुपये के घोटाले की बात कही थी। क्या आपको पता है कि उन आरोपों का क्या हुआ? कौन लोग थे जिन्होंने तीस हज़ार करोड़ रुपये का घोटाला किया? क्या शैलेंद्र दूबे की मौत का इंसाफ सिर्फ इसी बात से मिल जाता है कि कुछ लोगों को पकड़ा गया और उन्हें आजीवन कैद की सज़ा दिला दी गई। हमारे सिस्टम ने ऐसा क्या किया जिसके चलते किसी शैलेंद्र दूबे को जान जोखिम में डालने की नौबत ही न आए।वही हाल गुजरात के अमित जेठवा मामले की है। खनन माफियों की कारस्तानियों को उजागर करने वाले उनके आरोपों की जांच पर अभी तक कोई फैसला नहीं आया है। शहेला मसूद का मामला कहां अटका है सबको पता है।
इतना ही नहीं हमारा ध्यान ऐसे लड़ाकों पर तभी जाता है जब वो मार दिये जाते हैं। मैं ऐसे कई लोगों को जानता हूं जिन्होंने बैंक से लेकर कापरेटिव तक के बड़े घोटाले ज़ाहिर किये हैं मगर उनके विभाग ने तरह तरह से प्रताड़ित कर मानसिक रूप से विक्षिप्त कर दिया है। आर टी आई ने बिगुल बजाने वालों को हथियार तो दे दिया मगर भ्रष्टाचार के इस जंग में जान बचाने का कोई सेफगार्ड नहीं दिया। जो भ्रष्ट हैं वो बुलेटप्रूफ जैकेट में चल रहे हैं और जो भ्रष्टाचार से लड़ रहे हैं वो दिन दहाड़े मारे जा रहे हैं। दरअसल अब मान लेना चाहिए कि भ्रष्टाचार को लेकर समाज और सियासत का पक्का गठजोड़ है। जब तक इस गठजोड़ को नहीं तोड़ा जाएगा, महांतेश और मंजूनाथ मारे जाते रहेंगे।
ब्हिसिल ब्लोअर यानी बिगुल बजाने वाला, सचमुच सिस्टम से लड़ना किसी जंग के एलान से कम नहीं है। मध्यप्रदेश में ही लोकायुक्त के ज़रिये ढाई सौ करोड़ से अधिक की संपत्ति ज़ब्त हो चुकी है। जिस स्तर के अधिकारी पकड़े गए हैं उससे पता चलता है कि भ्रष्टाचार की लूट में सिस्टम के कौन कौन लोग शामिल हैं। जब नीचे के स्तर पर यह हाल है तो ऊपर के स्तर पर भ्रष्टाचार का क्या हाल होगा। और एक सवाल खुद से कीजिए। क्या आपको पता नहीं कि यह सब हो रहा है। क्या आप अपने सामाजिक जीवन में ऐसे भ्रष्ट लोगों से नहीं मिलते हैं। आपकी सहनशीलता तब क्यों नहीं टूटती जब ऐसे लोग सामने होते हैं। तब आप सवाल क्यों नहीं करते। तभी क्यों करने का ढोंग करते हैं जब एक युवा आईपीएस अफसर नरेंद्र कुमार कुचल कर मार दिया जाता है क्योंकि वो खनन माफियाओं पर लगाम लगाना चाहता था।
दरअसल हम ईमानदारों के इस जंग में ईमानदारी से शामिल नहीं हैं। यह कैसा समय और समाज है कि नरेंद्र कुमार और महांतेश के मार दिये जाने के बाद कहीं कोई प्रतिक्रिया नहीं है। कोई चित्कार नहीं है। राजनीति भी तो इसी समाज से आती है। तभी तो व्हिसिल ब्लोअर्स को सुरक्षा देने वाला विधेयक लोकसभा में पास हो जाने के बाद राज्य सभा में पेश होने का इंतज़ार ही कर रहा है। जल्दी न राजनीति को है न समाज को। हम अपनी पसंद के दल के भ्रष्टाचार से आंखें मूंद लेते हैं और विरोधी दल पर सवाल करते हैं। अपना बचाकर दूसरे का दिखाने से सवाल का जवाब नहीं मिलता। नरेंद्र कुमार और महांतेश का अपराधी कौन है? समाज या सरकार? अगर समाज नहीं है तो उसने सरकार से जवाब मांगने के लिए क्या किया? हम आईपीएल जैसे तमाशे में पैसा देकर भीड़ बन जाते हैं मगर इन अफसरों के लिए सड़कों पर नहीं निकलते। हमारे इसी दोहरेपन की दुधारी तलवार पर ईमानदार अफसरों की गर्दनें कट रही हैं।

अजब देश की गजब कहानी: सुअरों को छप्पन भोग और संतो को काली स्याही!!
एक तो इस देश में इस बात का रोना रोया जाता है कुछ अच्छा नहीं हो रहा है, या ये कि कुछ अच्छा होना चाहिए, या अच्छे लोग राजनीति में नहीं आ रहे है. साहब ये देश कुत्तो और सुअरों का हो गया है. इसीलिए हंसो की, गायो की या शेरो की कोई अहमियत नहीं रही गयी है.
एक बार सुअरों को प्रभु ने निमंत्रण दिया कि आओ स्वर्ग में रहो. सुअरों ने पूछा कि क्या वहा मैला खाने को मिलेगा? प्रभु ने कहा नहीं. तो सुअरों ने कहा तब तो धरती ही बेहतर है. कुछ ऐसा ही समय आजकल का है. अच्छो को हटा दो क्योकि वे आपके कुकर्म में बाधक है. गलत लोगो को राजगद्दी पर बिठा दो, उन्हें छप्पन भोग खिलाओ, उनका सम्मान करो. अच्छे लोगो को तिकडम करके हटा दो या सूली पे चढ़ा दो. अच्छे लोगो को उनकी अच्छाई का सिला ऐसा ही मिला है अनादि काल से. इसलिए कोई आश्चर्य नहीं कि अरविन्द केजरीवाल पर कोई हाथ चला दे या बाबा रामदेव पे कोई स्याही फ़ेंक दे. ये स्याही बाबा के चरित्र के नहीं आपके दूषित अंत:करण की निशानी है.
ये दौर राजनैतिक पतन के चरम को दर्शाता है. आरोपियों को सरकारें सरंक्षण देती है और जो गलत से लड़ रहे है उनके पीछे पूरी सरकारी मशीनरी पड़ जाती है. आपका पूरा इतिहास खंगाला जाएगा और एक मुद्दा खोजकर आपको जेल के सलाखों के पीछे भेज दिया जायगा. स्वतंत्रता की लड़ाई आसान थी क्योकि दुश्मन का चेहरा पहचानना आसान था. आज लड़ाई कठिन है क्योकि दुश्मन दोस्त के भेष में है या अपनों के बीच कोई अपना सा है. इसलिए ये दौर कठिन सा है. वैसे जब संतो का भी अपमान होने लगे तो समझिये बुराई अब ख़त्म ही है. मुझे तो सकारात्मक होने की लत है. आशा की किरण तो कृष्ण का यही वाक्य है कि बुराई को चाहे कितनी भी बड़ी ताकतों का समर्थन प्राप्त हो उसे अच्छाई पे सफलता तो मिलने से रही. जीतेगा तो सच ही. देर होने का मतलब तम के विजय के रूप में नहीं लेना चाहिए उसके समूचे विनाश के निशानी के रूप में लेना चाहिए.
अंत में एक आदर्श चुटकुला सुनिए. सलमान रुश्दी भारत आयेंगे. इससें मुसलमानों की भावनाए आहत होंगी. मतलब जहा है वही रहे तो कही के मुसलमानों की भावनाएं नहीं आहत होंगी.

Prashant Bhushan: Please Remove Corruption And Not Play Politics In Its Name!!
It’s extremely unfortunate that Prashant Bhushan was roughed up at his chamber. Though the whole incident smacks of conspiracy, it’s clear that such examples set a bad precedent in a mature democracy. However, I need to know who has given the right to likes of Prashant Bhushan to make controversial statement in matters extremely sensitive in nature? Why they believe in flaring up the conflict with such a crass remark?
Why people making lots of noises over Prashant Bhushan’s beating kept quite when a journalist was publicly manhandled in front of many prominent journalist at a conference organized by a prominent Muslim leader? Prashant Bhushan should concentrate on eliminating corruption and not enter in cheap politics, which is already the prime task of so many other prominent leaders !!
The Team Anna is here to ensure a better mechanism to eliminate corruption and not to enter in cheap gimmicks. The waywardness on part of Prashant Bhushan is giving a bad name to Team Anna and also raises doubt over the motives of Team Anna. If the members can give way to such insensitive remarks at this stage when they are out of power, it’s not hard to imagine that they can too give way to atrocious policies by joining hands with wrong elements once they are in power
It’s better that Team Anna should ensure a better image for itself by being true to the hopes they have unleashed by committing to the task of elimination of corruption. The message on the wall is clear: Eliminate corruption but let’s not play politics in name of removing corruption. We have produced enough leaders to play politics. Let’s not Team Anna strengthen the tribe of corrupt leaders by playing in the hands of wrong elements.

Unfolding Missing Elements Of Present Crusade Against Corruption
Anna Hazare’s crusade against corruption was at its zenith in last few weeks. The people from all walks of the life -the oldies and youngsters- all came to gather at Ramlila ground exchanging swords not only with corrupt forces but also battling with rough weather. The most remote corners in country were buzzing with activities related with Anna’s tirade against corruption. The likes of us who were not part of freedom struggle came to have an idea about sort of activities which took place in the Raj Era India.
The most interesting part of the crusade is that not many are aware of the clauses related with Jan Lokpal Bill but that has not come in the way of people’s association with this movement. They are on the streets against one of the most corrupt regimes in Indian political landscape. Interestingly, the battle between virtue and vice once again started from a ground, Ramlila Maidan, devoted to the victory of good over evil! It’s another thing that one pays a heavy price when one is fighting with negative forces. However, the resurrection of “Dharma” needs to be done at any cost. One of the reasons why people are on the street is that they are fed up with system that shows utter disregard for their being and causes associated with them. So they felt that it’s the right time to protect the “Dharma” (Religion) from the clutches of ” Adharma” (irreligion). It’s to be noted that the word Dharma differs from it’s English counterpart “Religion”. In Hinduism it’s related more with “personal obligations, calling and duties” and primarily means supporting or holding the order of things with help of natural laws.
The dreams always remain dream if there are no proper steps taken to convert them into a reality. The dreams remain dream if we fail to associate with the cause in a real way. One needs to know the enemy quite well before coming face to face with it on the battle ground. The Congress party has a checkered past. It’s more poisonous than the most venomous snake roaming on planet earth. About it Sri Aurobindo stated during the freedom struggle that ” I say, of the Congress, then, this, – that its aims are mistaken, that the spirit in which it proceeds towards their accomplishment is not a spirit of sincerity and whole-heartedness, and that the methods it has chosen are not the right methods, and the leaders in whom it trusts, not the right sort of men to be leaders; – in brief, that we are at present the blind led, if not by the blind, at any rate by the one-eyed.” His words have, sadly, come true. Though I hate the attitude of Winston Churchill against India and Indians, he was quite right in reading the working style of Congress calling it “cruel and wicked negligence”. In fact, he believed that departure of the Britishers meant ” India will fall back quite rapidly through the centuries into the barbarism and privations of the Middle Ages”
In modern India the common man is dictated by the likes and dislikes of unholy nexus between bureaucrats and corrupt political leaders. The corrupt political leaders become more dangerous when they get support of brand like Congress. A brand that promotes slavish mentality and sycophancy towards the party supremo. To the world outside India might be a successful democracy but the people who are aware of the real face of Indian political landscape know quite well that politics in India is dominated by muscle-power and illegal flow of cash. Politics in India is to ensure the most incompetent a luxurious life for ages not only for themselves but for their future generations as well. That’s why Swiss accounts and accounts in foreign banks are so popular in India! The “angoota chaap” (illiterate) or semi-literate (the so called B. A. or M. A. degree holders) people contest elections with the help of dubious elements and on gaining the seat reward these very dubious elements. That’s the way democracy in India functions! The likes of Indira Gandhi move a step further and start treating the constitutional bodies as their private property. In this great Indian political nautanki ( drama) the fate of common people is to get exploited at hands of strong people on one pretext or another.
The Anna’s movements has seen huge participation of people because it has provided a ray of hope to common people who feel that now they have got chance to tame the corrupt monsters. Though I know quite well that it’s quite a an amateurish way to tackle the corrupt forces, it’s still a good sign that people are now beginning to realize the power latent in them. I am aware of the fact that bringing into effect another law or, for that matter, to set up an another constitutional body is not the ideal way to sabotage the corrupt forces. However, to make a beginning or take a small step towards the goal is always a safe approach than deadly stalemate. Anna’s movement has done the same thing. It has initiated a process. It has made people realize that democracy is people-centric and not ruler-centric.
The problem is that Indian political class has lost its sheen. For people there is huge lack of reliable and dynamic political party. So even if they come on streets and compel the present regime to step down, the absence of alternative makes the whole effort pass though a black hole. We have BJP. It appeared as alternative to Congress but once in power it failed to retain the difference between it and its enemy Congress. In it’s short association with power politics it gave way to same ambiguity exhibited by Congress in its long rule over this nation! We have the Leftists. The party that’s comprised of derailed intellectuals, whose love for common people made them further away from the common people, to such an extent that in most parts of the world it came to lose its identity altogether. Like always the positive happenings in this nation has made them an anxious and worried lot. These dirty Leftists rats have now come out of their holes and trying to make a dent in the people’s movement. They are busy coining stupid phrases in articles published in their various mouthpieces. They term the whole outburst as reactionary response of middle class.
The Leftists also harbour the illusion that Anna’s movement has defined the corruption in a very limited way. It’s also afraid of the fact that the whole movement has presence of right-wing political parties and thus it has got moral right not to be part of this movement. However, this has been the salient feature of Leftists: To enjoy the fruits of someone else’s labour! Most of the articles penned by their arm chair intellectuals are full of insipid details not worthy of taking into cognizance by any sane mind. It’s very clear that Leftist, who live under the false impression, that they are real representatives of people on street, in reality, have utter disregard for the thinking of the common people. The superiority complex which is present in Leftist intellectuals has made Leftist ideology part of yellow pages of worn out books. It’s better I leave their babbling with them and discuss other significant features of movement triggered by Anna Hazare.
One of the main drawbacks of Hazare’s initiative is that it rests upon shoulders of people with dubious achievements. If you go back in past, you would find that followers or disciples have always led to demise of powerful movements or institutions. Unless the movement gets controlled by right minds with proper vision and perfect line of action, it would be nothing more than a wishful thinking to imagine about a better future. You have likes of Swami Agnivesh who are no better than Mir Zafar!! I can very easily see that Anna Hazare has failed to see through the trap set by cunning minds within the Congress, especially Kapil Sibbal.
However, if this initiative fails to brings desired result it wouldn’t downsize the Herculean efforts of Anna Hazare and Arvind Kejriwal. Lack of desired result should not be perceived as failure of Anna Hazare’s movement. It needs to be understood that total elimination of corruption is no less than utopia. It’s not that easy to wipe out corruption without changing the system in a big way. It’s absurd to think that a certain law or certain body with a “big boss” like head would altogether end the corruption. I am convinced that unless “we, the people of India” give to way better ideals in natural way, it would be sheer stupidity to rest hopes on any new institution. I am certain that if we do not become conscious individuals, the Lokpal would meet the same fate as we have seen of premier government bodies like Election Commission and Central Vigilance Commission (CVC ). If we have desire to live a life resting on the show of money, it’s hard to assume that corrupt practices would ever come to end. One also needs to analyze that it’s we the people who are really responsible for the rampant corruption. It’s we who promoted wrong people and ended up sending wrong people as our representative in various government bodies be it Parliament or Village Panchayat.
Anyway, let’s not weaken the will to change. It’s more than enough that people have realized that their active participation would alone make their representatives more responsible towards their rights. One hopes that efforts of people, now on streets, would lead to better changes. One needed a beginning. A way has now been shown by Anna. One hopes we would find many such leaders in future to make this movement attain its logical culmination. Let’s not be disappointed over not getting results in proportion to the expectations. A Person Living A Simple Life Is Worse Than A Chosen Fool !
It’s difficult to be simple !!
I received a comment on one of my poems titled Memories that made me go into a thinking mode. The comment stated that it’s difficult to be simple. I was soon surrounded by strange thoughts and my consciousness got trapped in the reflection taking place in the mind and intellect. Let me come straight to the question that gave me lot of trouble:Why it’s difficult to be simple ? I am posting my views on this post not to show what I feel in this regard but just to receive views from enlightened readers in this regard.
I don’t know much about the rise and fall of various civilizations.I don’t know what were the intrinsic attributes these civilizations actually represented.However, I know some of the mighty and glorious civilizations came to end because they left the company of simple ideals for the sake of pompous attributes.That was bound to make them get lost into unheard pages of history forever.Coming back to our times aren’t we Indians committing the same mistakes by giving to false set of plastic values.One needs to analyze that how the nation that treats “jagat” (world) as “Mithya” (illusion) has allowed the dominance of cheap and superficial values ? Or should I say “Jhandu” values.
Thank God ,I have good parents and some real good friends who have allowed me to remain down to earth without much discomfort till date. Most of my these friends have given way to rat race all in the name of practicality but that has not disappointed me.I am still the same “outdated guy” with old values. My best friends treat me as a person who is not in tune with the values of present times-a view they express behind my back even as they admire my will power to remain in tune with old values. So why it’s difficult to remain simple these days ?
It’s because people have two sets of values these days. One they actually follow and the other one is merely used as inspirational quote to impress a group.The idea to remain simple falls in the set of values that has the same utility as showpiece items. All our politicians ,writers, professors and successful people use these lofty values as showpiece items. They preach but do not practice.That has given rise to impression that once you start embracing better values the distance between you and the success becomes more and more .To be successful it’s now necessary that you remain at a safe distance from the simple values.
Let me say in harsh word why any sensible guy will hate to be simple and innocent person in our times.Because to be simple in our times means you are worse than a chosen fool. Even a chosen fool will think twice in embracing simple values.Why ? Have we left any scope for a person in league with better values to live a dignified life ? What’s the gain of a person who dares to remain honest and simple ? He/she comes to gain unending peace within but is the unending peace will allow his/her family members a better life ?
Have a glimpse of the world around. Even a village boy in tattered clothes loves to flash a costly mobile. I was sitting in a secluded corner of my village temple. A boy only in his chaddhi and no shirt on his body was grazing his buffaloes in the nearby fields.I noticed he was listening a song in his mobile.Later,he happened to meet me and out of curiosity I had a look at his mobile set.It was a beautiful costly set. Now it was his turn to have a look at my set. It’s a simple old set with no camera and no modern features. He gave me a strange look..”Kaisa bekar sa set hai ..Camera nahi..Video nahi”.. (An useless set ! No camera ! No mobile).He left the place with this remark. A son of one of my relatives has got placed in metro.The first thing he came and told all of us is that he saw so many people driving costly cars there !! Well, it’s that the reason why our present day youths who turn into bureaucrats use the postings to make millions and if they are not able to do that they leave the job citing “unnecessary political interferences” as the main reason !!! Look at our Big B,hankering for a farmer status . He has gifted his son Abhishek Bachchan a car that has the price tag in crores.
It’s easy to understand to that to remain simple means to face series of humiliating episodes one after another.It means life of troubles.True,why should be open ourselves to endless pain and suffering ? If a minister ,bureaucrat,actors,businessman and other such class enter in all sorts of scandals and yet maintain a healthy image why should a common person chased by so many problems entertain simple values ? Why should they starve their family members to death ? Why they let their children give way to uncertain future by making them study in schools which have no roofs ? I mean what’s the gain of living a simple life ? What does simplicity gives ? Unending bliss and peace within ? Is this unending bliss going to attract food and quality life ? The answer is BIG NO. It’s merely going to attract fake compliments of friends who will admire your guts to live in league with good simple values but behind your back label you a creature more than a chosen fool. Is that’s the reward of living a simple life ? The truth is that we have no better epithets to offer to a person in league with good values.
I will finish the post with a conversation that I had my with one of my best childhood friends Sampanna Kumar Sangharsh in the Allahabd High court premises just a few days ago. In his youths he gave way to Communist ideology.In fact,right from his childhood he lived amidst the communist ideology. After all, his father Sheshji is a known Communist and also an eminent literary figure.Well,we both are poles apart but call it good luck that we have always remained in sync all this years-a thing that many treat it as an unnatural phenomenon.At present Sampanna Bhai has become 100 % practical man, being nowhere near the strong values that he once used to reflect in college days.That doesn’t mean my Sampanna Bhai has given to corrupt practices. He remains the same old good soul. However,I see traces of pain and frustration in his eyes.That pain increases when he happens to see me.After all, I am still the chap devoid of practical values like him. I mean the impression he generates remind me of the line “yeh kaha aa gaye yu hi saath chalte chalte ” (look where we have arrived walking together for long).
He told me ,”
Arvind Bhai unless you give way to false set of values it’s hard to survive in present age.The system is so distorted that it has no place for ideal values.Not all can be Karl Marx who will sell the hair of his wife to make both ends meet. Have a close look at lives people around.The writer class or bureaucrats who pose themselves as role models are corrupt in actuality.Look at many Hindi writers of Allahabad who pretend to live amidst penury are in actuality owners of huge property.Arvind bhai our love for idealism has given us nothing and that’s the case be in future as well.

I said nothing.However,I was left in total pain after this conversation. I came to remember my days spent with him during the college days. The conversations that rested on making this world a better place.We are still doing the same but the thing called uncertainty chases us all the time. Ending the post with a remark in a lighter vein.I didn’t tell that to Sangharsh bhai.I thought within ‘Sagharsha Bhai you have enough reasons to be a practical soul.You have a family.I don’t have one.Let me have a creature called wife in my life. Who knows I may also turn into greatest practical soul of all times ? ‘
