The Aadhaar project started with great fanfare, but it’s now on the verge of meeting an untimely death. It became the converging point of great expectations, to an extent that it was hailed as image of “new and modern India”. That’s why  it created great chaos among middle classes, which like always, showed vain excitement to have it by hook or by crook, bothering least about the pros and cons of owning unique identity (UID). This project, bearing close resemblance to similar scheme in United Kingdom, was mired in contradictions right from the beginning. On the top of it, continuous conflicting statements from government, regarding its utility, kept the average mass guessing about its actual worth.

It needs to be informed that several experts in the West have already given enough signals that such project of this type having sensitive data based on biometrics could be used in a wrong way. In fact, they could be used to eliminate and target a large community not serving the interest of people in power. However, in countries like India, where we know how government agencies function, it’s always a great possibility that data could be misused, even if there is no such threat of this magnitude as apprehended by experts in West. It would be interesting to know that similar project in United Kingdom met tough resistance on part of British citizens for many years, which left British government with no other option other than to quash it. A report prepared by London School of Economics made mockery of  tall claims made by the government about its significance and it revealed that “biometrics was not a reliable method of de-duplication.”

However, neither the government nor Nandan Nilekani made Indian citizens aware of such serious flaws inherent in this project. On the contrary, it created tension by giving the impression that not owning it meant losing benefits and subsidies involved in various government run schemes. Ironically, just visit any camp where Aadhaar cards are being prepared and one would be taken aback by the mess which prevails there. It’s hard to believe that government has enough will power (forget about enough infrastructure)  to keep the data safe! I am sure ones whose data get stored either in wrong way or with wrong sorts of details would definitely face huge issues in coming days. Even at infrastructure level, the picture that emerges is quite threatening since its budget has increased phenomenally from nearly 32 billion rupees to over 88 billion rupees for coming phases.

That’s why Supreme Court’s judgement came as a whiff of fresh air. It directed the government not to make it mandatory for Indian citizens, and that it could not be a ground to deny services introduced by government. Above all, it made it clear that details collected by Unique Identification Authority of India (UIDAI) would not be shared by it with any other government agency without prior permission of the concerned individual. At this point, it would not be out of place to refer to Social Security Number (SSN) used in USA, which does not compromises with right to privacy. The most shocking thing is that despite strict provisions there to stop identity theft such cases keep happening there leading to huge revenue loss. Now imagine the state of affairs in India where rules can be easily manipulated to benefit the vested interests! Who would guarantee that data protection and privacy would always remain a top priority in India?

The Supreme Court made this observations in PIL filed by retired Karnataka High Court judge Justice KS Puttaswamy and Maj Gen (retd) SG Vombatkere which dealt with constitutional validity of Aadhaar. As per their counsel even if there was any statute to provide validity to this project, it would still be violation of Fundamental Rights under Articles 14 (right to equality) and 21 (right to life and liberty) of the Constitution. The project facilitating surveillance of individuals was a direct assault on the dignity of any individual. The main arguments rested upon these concerns: “…the (Aadhaar) project is also ultra vires because there is no statutory guidance (a) on who can collect biometric information; (b) on how the information is to be collected; (c) on how the biometric information is to be stored; (d) on how throughout the chain beginning with the acquisition of biometric data to its storage and usage, this data is to be protected; (e) on who can use the data; (f) on when the data can be used.” (As quoted in moneylife)

In fact, Goa case had already made it clear how could biometric data be used against the interests of any individual. In this case UIDAI had challenged  a decision of Goa Bench of Bombay High Court. It had  asked it to share biometric data with the Central Bureau of Investigation (CBI) so that the case involving gang rape of a seven year old girl in Vasco reached to its logical culmination.

Anyway, the Supreme Court’s decision to not to make it mandatory is enough to make Indian citizens heave a sigh of relief. It’s high time that before government embarks upon sensitive project it needs to take enough measures to ensure its appropriateness, relevance and significance quite well.

भारतीय फिल्मो ने सौ सालो का फासला तय कर लिया है। ये अवधि काफी है इसके कुछ गुण दोषों पर नज़र डालने के लिये। भारतीय फिल्मी नायिकाओ के उत्थान पतन का जिक्र करना जरूरी है। भारतीय नायिकाओ के इस चरित्र को आधुनिक काल के दो अभिनेत्रियों मनीषा कोईराला और उर्मिला मातोंडकर के अभिनय ग्राफ पर नज़र डालने से बेहतर समझा जा सकता है। इसके पहले इस बात का जिक्र करना जरूरी हो जाता है कि जबसे भारतीय फिल्मे बन रही है तब से नायिकाओ का काम केवल पेड़ के आस पास टहल घूम कर नाचने कूदने का भर का ही था। अब भी कुछ नहीं बदला है। झरने की जगह स्विमिंग पूल आ  गया है। पहले नायिकाएं कूल थी अभिव्यक्ति के मामले में पर जब से “वुमन ऑफ़ सब्सटेंस” का अवतरण हुआ तब से वो और अधिक बोल्ड हो चली है। कम कपड़ो में भी शालीनता की रक्षा की वकालत हो रही है। पहले महिला निर्देशकों, गीतकारो का अकाल सा था लेकिन अब ऐसा नहीं है। लेकिन इसके बाद भी ये कहा नहीं जा सकता कि नायिकाओ के स्पेस में कोई गुणात्मक परिवर्तन आया हो। जो स्थिति पहले थी वो अब भी है। या यूँ कहे कि अब जब पैसा बनाने की हवस, कॉर्पोरेट और माफियाओ का गठजोड़ अपने चरम उफान पर है तो गुणात्मक परिवर्तन की अपेक्षा रखना तारो का दिन में उगने का ख्वाब देखने के सामान है।

उर्मिला मातोंडकर और मनीषा कोईराला के करियर पर दृष्टि डालने से फ़िल्म में नायिकाओ के महत्त्व की एक दिलचस्प तस्वीर उभर कर आती है। मै मूलतः मेनस्ट्रीम सिनेमा की बात कर रहा हूँ। कला फिल्मो में तो हम देखते है शबाना आज़मी, स्मिता पाटिल, सुहासिनी मूले इत्यादि अभिनेत्रियों ने अच्छा काम किया और इसके साथ ही मेनस्ट्रीम सिनेमा में अच्छा काम किया। ये अलग बात है स्टार वैल्यू प्रधान मुख्य धारा के सिनेमा में इनके लिए ज्यादा कुछ करने के लिए था नहीं। सुष्मिता सेन जो कि एक्टिंग टैलेंट में ऐश्वर्या  से कही आगे थी उनको तो आज के महिला निर्देशकों के उपस्थिति के बाद ज्यादा कुछ करने को नहीं मिला लेकिन फूहड़ अभिनय करने वाली ऐश्वर्या राय की झोली में कई बड़े बैनर की फिल्मे आयी। हर फ़िल्म में बकवास अभिनय करने के बाद भी आप बदन उघाड़े ऐश्वर्या को कैनंस फ़िल्म समारोह में देख सकते है। इसी से समझ में आ जाता है कि पॉपुलर सिनेमा में टैलेंट कम काम आता है कुछ और सतही समीकरण ज्यादा काम आता है।

उर्मिला ने मुमताज़ की तरह ही बचपन से फिल्मो में काम करना शुरू कर दिया। पिंजर और सत्या जैसी फिल्मो में काम कर चुकी उर्मिला एक बेहद समर्थ अभिनेत्री है लेकिन कैसी बिडम्बना है कि हमारी फ़िल्म इंडस्ट्री ने इन्हें बदन प्रधान अभिनेत्रियों में अग्रिम पंक्तियों ला खड़ा किया। इसके बाद वो राम गोपाल वर्मा कैम्प तक ही सिमट के रह गयी है। लेकिन आप उर्मिला की फिल्मे देखे तो समझ में आएगा कि वेस्टर्न वर्ल्ड ने जो एक्टिंग के मापदंड तय किये है उनमे उर्मिला शानदार रूप से खरी उतरती है। बल्कि उनसे बीस ही है क्योकि डांसिंग टैलेंट में अभी विदेशी अभिनेत्रियाँ इतनी सक्षम नहीं है जितनी की उर्मिला है। ये आपको तब दिखता है जब आप  चमत्कार फ़िल्म में ट्रेन कम्पार्टमेंट में फिल्माया बिच्छू गीत देखते है।

अभिनय की जिस बारीकियो को उर्मिला ने “कौन” फ़िल्म में प्रदर्शित किया वो किसी साधारण टैलेंट से ओतप्रोत अभिनेत्री के बूते के बाहर है। इसलिए खेद होता है कि इतनी सक्षम अभिनेत्री को मुख्यधारा सिनेमा में बदन दिखाऊ दौड़ में शामिल होना पड़ा। एक सक्षम अभिनेत्री को रेस में बने रहने के लिए क्यों बदन दिखाने की कला में आगे रहना पड़ता है? ये परिपाटी किसने स्थापित की? आप कह सकते है बाज़ार की बड़ी पूँजी लगी होती है पर पूँजी तो हालीवुड की फिल्मो में हमसे अच्छी लगती है पर टैलेंट से वो तो समझौता नहीं करते! खैर आज की नयी अभिनेत्रियों को देखे तो कुछ एक नामो को छोड़ दे तो अधिकतर के पाद टैलेंट तो कुछ नहीं लेकिन बिकनी पहनने में संकोच ना करने के कारण वो मुख्य धारा में कामयाब है। यहाँ तक कि एक हाल की अभिनेत्री ने जिसने पहली फ़िल्म में साधारण औरत का किरदार किया था उसने भी अपनी अगली ही एक अन्य फ़िल्म में बिकनी में आगाज़ किया!

मनीषा कोईराला  के उदाहरण से आपको ये समझ में आ जाएगा कि हमारे यहाँ टैलेंट की समझ और परख कितनी है। मनीषा ख़ामोशी, बॉम्बे, गुप्त, मन  और अकेले हम और अकेले तुम में शानदार अभिनय करने के बाद हाशिये पर चले गयी। यहाँ तक कि उनको अपने को सुर्खियों में रहने के लिए निम्न स्तर की फिल्मो में काम करना पड़ा। साफ़ है कि उगते सूरज को सलाम करने वाली इस इंडस्ट्री ने मनीषा को तज दिया। आज कैंसर से जूझती मनीषा को इंडस्ट्री संज्ञान में लेना उचित नहीं समझती। स्पष्ट है ग्लोबल वर्ल्ड में जो पैसा पैदा कर सकता है चाहे चमड़ी बेचकर ही क्यों न बस उसी की क़द्र है। टैलेंट है तो ठीक और नहीं है तब भी ठीक अगर आप पैसा पैदा करने के समीकरण में फिट बैठते है तो। सनी लियोन और वीना मालिक का चमकता सितारा तो यही बताता है। उर्मिला और मनीषा के प्रतिभा को सलाम कि इस अंधे युग में भी टैलेंट के महत्त्व को बरकरार रखा।

Globalization has reduced differences in geographical terms. But, at the same time, it has also changed the geography in a crude way by mindless destruction of flora and fauna. The sad thing about whole affair is that the stories depicting better aspects of globalization do reach us regularly but the negative sides either get censored or, for that matter, fail to get extensive coverage. Just to take an example, the commercials promote McDonald’s pizzas and burgers but are there enough advertisements which highlight the negative effect of consuming them?  Globalization believes in the fact that “all that glitters is gold”. It has nothing to do with pains of exploited workers who work in MNCs like a caged parrot, having no power to execute their discretion other than one serving the interests of global masters.

Sometimes back S Ambika, a 22 year old woman factory-worker, permanently employed at Nokia Telecom Special Economic Zone (SEZ) in Sriperumbadur in Kancheepuram district of Tamil Nadu, got killed in a tragic way when she tried to repair the jam inside the loader machine. It proved to be fatal exercise for her since she was not a technician, but she still came to do that to meet the production targets. A wait for the technicians meant slowing the pace of production! That’s one of the stories, which reveal in sad way the plight of people working in MNCs.

Vaibhav Mani Tripathi, a by-product of Jawahar Lal University (JNU), in his research paper titled, “Democracy and globalization: Are they really compatible”, highlights the ways and means employed by the MNCs to ensure growth in democracies across the globe. ” In democracies of third world, which are new and have lesser degree of accountable governments; methods of bribery, and loot system were adopted by MNCs, in order to get established. By dealing in such ways MNCs get some illegal relaxations and manage to cut cost by getting cheapest labour and denying rules of pollution control etc. In democracies, which are most established and transparent, MNCs change their techniques. By promising high taxes and employment to countrymen, they demand for special industrial estates or special economic zones. This is the biggest irony of Globalization. They demand tax relaxations in order to get established and they promise government to pay huge aid for fighting poverty, pollution and social evils like AIDS!”  

One having a close look at the progress stories of various countries, especially the nations trying to emerge as economic giants, one would find that exploitation of workers along with rapid destruction of ecological balance are the integral part of every such story! Before I contrast the happenings in two different countries, India and Peru, to highlight the woes of globalization, I wish to highlight grave tale of negligence which suggests that so-called progress is not only destroying cherished values but also destroying cultural artifacts. One of Belize’s largest Mayan pyramids, which remained in existence for more than 2,300 years, got destroyed by a construction crew involved in a road project.The company used the structure’s limestone walls as road fill! In fact, Time Magazine reports that “much of the monumental architecture at Belize’s San Estevan site, which dates back to 800 B.C., was bulldozed during the late 1990s to provide material for roads.”

From Belize in Central America, now, let’s move to Peru in South America to notice the impact of gold rush in amazon! The lust for gold in other nations keeps increasing but the heavy price other nations pays to satiate the lust never becomes subject of discussion in mainstream media. True, there is lack of jobs and illegal gold mining ensures survival of large number of families but then how can one ignore the dangerous consequences of deforestation in Amazon? A report issued by NASA says that ‘with the price of gold skyrocketing (360 percent in 10 years from 2001 to 2011), unlicensed miners began pouring into Peru’s Madre de Dios. They cleared 12,500 acres from the forest between 2003–2009. Landsat images showed local deforestation increasing at a rate of 26 percent per year.”

The report also highlights the fatal consequences of mercury used in the mining process. The extracts of mercury which after vaporization turn airborne contaminate the water resources, which later enter into the bodies of residents.  A very recent study suggests “unsafe levels of the toxic metal in almost 80% of adults and 60% of fish sold at local markets” in Peru. The Peru’s mining department taking stern steps against illegal mining began raiding Madre de Dios. That has led to tense formation between miners, environmental activists and the authorities. However, it appears that such strict steps are now a necessity  to reduce the loss of forest area in amazon, which has already lost 18,000 hectares. Needless to state, that Peruvian amazon is remarkable for   its large degree of biodiversity.

India is also facing severe consequences caused by deforestation. One of the major causes of deforestation has been depletion of forests to extract minerals of various types. Expansion of agriculture, timber harvesting and shifting cultivation are some of the prime reasons for loss of forest area in India. However, another grim consequence has been displacement of tribal people, leading to militant movement like Naxalism. It establishes something quite well that pattern of exploitation in India and Peru is one and the same and in both the places original inhabitants are in direct conflict with the authorities. If Peru is tormented by illegal gold mining, India is haunted by illegal coal mining and diamond mining! The “Coalgate scam” has clearly revealed that how sensitive rulers of this nation have been while dealing with mineral resources of this nation. In other words, globalization has ensured huge profits for government and private bodies but the same profit never got distributed to tribal people-ones who were responsible for protecting these resources. On the contrary, they got displaced and faced bullets instead of receiving rewards for their indigenous efforts. Now if we see such developments in light of environmental issues, like erratic weather pattern in Indian subcontinent, the situation is pretty grim.

It’s good that people, the ones affected by government’s poorly planned projects, have learnt to come in conflict with the authorities. Nandigram bears testimony to the fact that the Special Economic Zones, not taking care of interests of people in judicious way, shall always meet fierce opposition from people. The farmers in Uttar Pradesh also entered in violent protests in year 2011 over land acquisition policy framed by the state government. The trend pattern involved is that big corporate houses either forcibly acquire the land or they come to acquire it in fraudulent means by keeping in dark the actual content of the deal. The Allahabad High Court staying Ganga Expressway project, expressed deep anguish the way it got initiated without having environmental clearance! This project involving JP Group required acquisition of huge lands situated in the alluvial belt and still no homework was done on part of state government.

One can notice that how rules get manipulated to benefit big corporations, caring a damn for the interests of people. In fact, the concerns related with environment also get neglected. It’s not hard to decipher that two nations even if they are situated  in different continents could still exhibit similar pattern of exploitation and corruption. Globalization has not only roped in similar lifestyle patterns across the globe but also introduced identical methods of corruption. And who is the victim? The underprivileged, who never gets a chance to visit McDonald, who never gets a chance to buy gold ornaments, and who also never gets a chance to drive SUV on Expressways!  Noam Chomsky sounds quite right when he says that ‘  Market discipline is perfect for poor people in El Salvador, or working mothers in the slums. They have to learn responsibility, but not the rich and the powerful. They have to be protected.”

गन्दी राजनीति के भंवर में डूबते हिन्दू मुस्लिम सम्बन्ध

नरेन्द्र  मोदी से ज्यादा सहानभूति नहीं मेरी. ना मै उनका कोई बहुत बड़ा प्रशंसक हूँ क्योकि अतिवादिता या उग्र विचारधारा का समर्थन  मै उचित  नहीं मानता. ये अलग बात है कि इस आदमी का जिस पैमाने पे और जिस तरीकें सें विरोध होता है उसको देखते और समझते रहना आपको बहुत कुछ सिखा देता है. ये दिखा देता है कि गन्दी राजनीति किसे कहते है. ये सिखा देता है कि किसी के भूत के नुमाइश में किस तरह कुछ संस्थाएं खुद भूत जैसे सलंग्न है. अब ये आदमी कितना भी अच्छा  कर जाए कुछ लोग इसको देखते ही “गुजरात के दंगो” नाम के महामंत्र का उच्चारण शुरू कर देते है. खैर इस आदमी कि उपलब्धिया दुर्लभ है क्योकि जब केंद्र से किसी राज्य के आंकड़े छतीस के हो तो उस राज्य  का प्रोग्रेस के पैमाने पे सबसे खरा उतरना एक विलक्षण घटना है.

 

मै इस आदमी को इस मामले में अधिक रेटिंग देता हूँ, सम्मानीय मानता हूँ कि इस देश में भरे भ्रष्ट नेताओ से ये बेहतर है क्योंकि कम से कम ये आदमी अपनी बात डंके के छोट पे खरी खरी कहता है और नितीश कुमार की ही तरह इसकी सोच विकास-उन्मुख है. साफ़ साफ़ दो टूंक बात कहना आसान नहीं होता जब तक आप के अन्दर मनन करने की काबिलियत ना हो. आप विवादास्पद हिन्दू मुस्लिम समीकरण को ही लें. इस देश में आज़ादी के समय से सत्ता पे काबिज़ कांग्रेस के रूख को देखे तो समझ में आएगा कि इस पार्टी ने सेकुलर हितो के रक्षा के नाम पर कितनी घिनौनी राजनीति कि जिसका दुष्परिणाम देश में हुएँ भयानक दंगे है. आप ये विडियो देखे और आपको समझ में आ जायेंगा कि कांग्रेस और नरेन्द्र मोदी में फर्क क्या है. आप के ये समझ में आ जाएगा कि कौन है जो हिन्दू बनाम मुस्लिम बाते करता है घिनौने तरीके से. कुल मिला के प्रोग्रेस का पैमाना क्या हो? ये हो कि कुछ ख़ास नाकाबिल लोगो को उच्च पदो पे बिठा दिया जाए क्योकि वे एक वर्ग विशेष का प्रतिनिधित्व करते है?

अंत में थोडा सा हटके.. फालतू और वाहियात के कार्यो में सलंग्न लोगो को भारत रत्न देने की सिफारिश होती है क्योकि इनसे बहुत से लोगो के राजनैतिक हित सध जाते है. इस गंदे समीकरण में आनंद कुमार जैसे काबिल लोग कभी फिट नहीं बैठते. इसलिए ये उपेक्षित रह जाते है. पर क्या सूर्य को काले बादल कभी हमेशा ढके रह सकता है? कभी नहीं. आनंद  कुमार की प्रतिभा मेरा सलाम जिसने उपेक्षित प्रतिभाओ का सही सम्मान किया उन्हें उनकी सही जगह दिला कर.

I have never been sympathetic to causes supported by Narendra Modi. I have never been great admirer of this man, who has now become a key figure in national political landscape of this nation. That’s because extremism of any form or aggressive ideologies never appeal to my instincts. However, it’s highly interesting to analyze the drama of protest and opposition played in his name. His opposition by secular parties of this nation reveals what really constitutes the art of dirty politics. It lets you know how someone’s past is distorted to serve one’s vested interests, how some parties have crossed all limits to paint someone in wrong colours! This man responsible for phenomenal progress in Gujarat is best remembered for riots of Gujarat. That’s so evident the way his adversaries start accusing him of riots whenever something significant flows from his side. Anyway, it’s really unbelievable that a state can achieve such a progress rate when it’s having snake-mongoose type relationship with the Centre. This development story cannot be taken lightly.

I give high rating to this man, treat him worthy of respect, on grounds that his vision is progressive and development oriented. He has the uncanny ability to call a spade a spade in times when speaking in equivocal manner has become order of the day. Mind you ability to speak in clear terms cannot be gained by people in league with cheaper orientations. One has to be man of principles to sound honest. One cannot engage in deeper reflection unless one has got one’s imagination in right place. 

Take for instance controversial equations governing relationship of Hindus with Muslims. Take into consideration the policies unleashed by Congress regimes since India attained freedom. It played the most dirty games all in the name of restoring secular values. As a result of such divisive policies, the nation saw many terrible riots. Have a look at this video. It’s quite revealing! It reveals who is the real culprit and who are the ones really responsible for distorting the face of this nation all in the name of serving the minorities. So what should be the line of action-the vision- to ensure progress in this nation? Should it be that some incompetent people be placed in high positions just because they happen to represent a particular religion?

Something out of context to display how right people are being treated in this nation. In this nation lesser names involved in vain acts get recommended for prestigious awards, only because it serves the political interests of people in power. The people like Mathematician Anand Kumar, the owner of Super 30 institution, always remain marginalized. That’s because they never become part of dirty game played in the name of awards. However, sun cannot be overpowered by black clouds. Its existence is synonymous with shining brightly. Hats off to spirit of Anand Kumar, which enabled the underprivileged souls to be on the road to progress.

The grids failed again in India, leading to total chaos in most of the Indian states.The way they have collapsed twice in past two days, it appears they have turned into a worn out transformer, used to sudden breakdown. Is that’s the way to ensure emergency services in this nation, eager to emerge as economic superpower? Imagine the colossal loss which the country suffers in wake of such grid failures. In fact,  they give rise to serious tragedies like miners getting trapped.

The common people used to sufferings come to suffer more. The rail passengers get stranded facing most inhuman conditions besides railways suffering huge financial loss. Industrial production suffers a major setback.  However, it’s the patients  in emergency wards who suffer the most. As per one news report, the sudden grid failure caused many deaths in various emergency wards of government hospitals. Will the government be able bring them back in this world? Well, leaders, whether they ride bicycle or elephant, stop thinking for the welfare  of people once they come into power. Inside their air conditioned chambers, the sorrows of common man just don’t exist.

The problem is that leaders and bureaucrats are more interested in setting new records of corruption instead of thinking about the welfare of people in organized way. They are totally unconcerned about the cause of electorates/citizens who secure them a place in  corridors of power. The way they react in any critical situation is pathetic. There is usual blame game followed by suspension or transfer of involved officials. Afterwards-thanks to poor public memory-the case becomes a forgotten episode. Some scapegoats are created to avoid serious backlash on part  of citizens. So a  railway gangman or signalman gets suspended, after any serious train accident, followed by order for inquiry. Thus, the matter attains perfect justice in the eyes of officials.

The schemes get introduced but the years simply passed by and the schemes get delayed. Have one really noticed the condition of power generation plants operating in Uttar Pradesh? Most of them are in dilapidated state and still we talk about ensuring a smooth balance between supply and demand! No wonder  “gross grid indiscipline” has hit most states instead of introduction of better policies for power generation, better policies to remove  “structural problems” bothering supply and pricing. Worse, the populist measures to have votes lead to additional problems.

Anyway,  proper management in the power sector can remove most of the problems like power theft. It  can ensure better distribution of power besides taking all steps to have state-of-the-art power generation centers. Lastly, the people who are used to waste electricity need to be taught a lesson. So why not bureaucrats and leaders stop having air conditioners in all the rooms of their houses/offices so that ordinary citizens can think of saving energy in their own way?

The Indian farmers are facing unprecedented problems in India- an agrarian republic in which farmers serve as lifeline. However, the nation that sees itself as a future superpower cares a damn about the issues pertaining to the farmers. They have been left at the mercy of God. Reeling under unspeakable problems, they are battling against all odds for survival. Consider the way, the government fixes low prices for their produces in times when farming has become an extremely costly affair in states like UP and Bihar, marred by severe water crisis and erratic power supply. Worse, the prices of fertilizers keep touching new heights. If that’s not enough, the government is also not much interested in having upgraded granaries, leading to tonnes of food grain to go down the drain. “Also, as per the court commissioners’ report, the wasted grain figures were around 1, 30,000 million tonnes, more than twice the government’s own estimates. The court’s commissioners said the negligence by officials was ‘genocidal’ and recommended that responsibility and accountability ought to be fixed at the highest level in central and state governments.”(The Economic Times)

Anyway, I have something more tragic to offer. It relates with land grabbing done in organized way by the MNCs. The poor farmers are unable to offer strong resistance because these MNCs enjoy the support of government and, above all, they have great resources to suppress opposition of any type. Something similar happened in this case as well. Welspun Energy Ltd. allegedly grabbed huge land, being in tandem with land mafias disguised as land brokers, for establishing a 1320 MW Thermal Power Plant at Dadri- Khurd village situated in Mirzapur District in Uttar Pradesh. In this connection, I met with social activist Rajendra Mishra, a senior scribe associated with Kaashivarta, representing the cause of these harassed farmers, forcibly deprived of their source of livelihood. He along with other prominent social activists of Mirzapur/Varanasi region including Pradeep Kumar Shukla, has left no stone unturned in ensuring justice to the dispossessed farmers. In fact, they played a great role in agitations related with Ganga Expressway project leading to Allahabad High Court order, which stayed the project, ordering state to have “complete a full environmental study and obtain permission from the central government before embarking on the construction.”

Rajendra Mishra made some startling revelations in connection with land allotment done for this power project. He stated that land mafias operating as land brokers compelled the farmers to sell lands to them at throwaway prices, which were later sold to the Welspun Energy Ltd.at a higher price. If that was not enough, the extra lands needed were acquired at gun point. In some cases, the fake cases got filed against farmers to get hold of their lands. It’s real shame that so much happened but district administration preferred to be a mute spectator. In fact, it facilitated the sale by refusing to intervene.

Incidentally, it entered in cosmetic gesture of organizing a public hearing to obtain public testimony and register the objections in this regard. However, it became one-sided show. The social activists, represented by Rajendra Mishra, and aggrieved farmers were prevented by the goons allegedly deployed at strategic points by the land brokers. They threatened and stopped them when they were on the way to attend the public hearing organized on April 07, 2012. Some of the farmers who managed to attend the public hearing were asked to keep their mouths shut by the anti-social elements present there. The social activists are also worried that if the power plant gets established it would lead to environmental imbalance of very serious nature in that region.

In fact, Environmental Impact Assessment (EIA) Division, Ministry of Environment and Forests, has been apprised of irregularities associated with the project. The social activists allege that project has entered in gross violation of provisions laid down in the EIA notification issued by the Ministry Of Environment And Forests on September 14, 2006. It makes “prior environmental clearance from the concerned regulatory authority” mandatory. Above all, the gestures of district administration is serious violation of human rights as farmers were not only denied the right to express their concerns but also threatened of dire consequences if they dared to pursue their case. The district administration might claim that it organized a public hearing but insiders claim that it was mere superficial gestures. For instance, no special effort was made to make concerned people living in the remote areas aware of such hearing. Thus, they were deprived of their right to register protest. Anyway, those who somehow managed to attend it were forced to remain tight-lipped.  

It’s really tragic that farmers are being meted out such treatment. They are being denied to live life of dignity and are made to starve. After all, what else’s could be the fate when their lands-the source of livelihood- fall into wrong hands? Hats off to social activists like Rajendra Mishra, Pradeep Kumar Shukla, Ramagya Singh (farmer), Ramashankar Singh (Advocate) and others who have dared to challenge the administration in this regard. I am sure they would emerge as winner-the way they came to block the Ganga Expressway project by organizing huge protest rallies. It’s in the interest of justice that farmers emerge as winners. The lifeline of the nation should not succumb to negative forces. It’s time to punish those who not only snatched the land of farmers but also violated provisions aimed at protection of environment.

नेता नहीं जानते: गरीब और गरीब बनते है जब अय्याशी और बदतमीज़ी बने सरकारी

मुझे ये समझने में खासी दिक्कत होती है कि हमारे जो थोड़े सुलझे हुए नेता बचे है वो क्यों ओछी और बचकानी हरकतों पे उतर आते है? ये श्रेय और प्रेय का भेद उन्हें क्यों नहीं समझ में आता जब वे गद्दी पे बैठते है? क्रिकेट के सबसे लुच्चे देशी संस्करण आईपीएल में कोलकाता नाइटराइडर्स की जीत को सरकारी जश्न समारोह में तब्दील करना कितना जरूरी था? क्या आईपीएल की हकीकत लोगो को मालूम नहीं? ललित मोदी और लेखक से राजनेता बने शशि थरूर ने अपना सब कुछ खोया इसी आईपीएल में मौजूद खतरनाक तत्त्वों के चलते जिसमे मुनाफे के गणित के खातिर हर घिनौनी हरकत हो सकती है. सही बात है आज पैसा सब कुछ है. यही खिलाडी जब राष्ट्रीय टीम में खेलते है तो हज़ार बहाने बनाते है ख़राब परफार्मेंस के लिए मगर जब कार्पोरेट जगत के मठाधीशो के लिए बोली में बिक कर इनके टीमो के लिए खेलते है तो “कोरबो लोड़बो जीतबो रे” के आलावा कुछ नहीं सूझता क्योकि कुछ तो मालिको का क्रूर दबाव रहता है और फिर पैसो का नशा तो है ही.

इसके पहले मै इस सरकारी पैसे के दुरुपयोग के बारे में कुछ कहू ये जान लेना बेहतर रहेगा कि कैसे कैसे हादसे, किन तत्त्वों से इस संस्करण का देशी संस्करण तैयार हुआ है. अभी अभी प्राप्त एक खबर के अनुसार कोलकाता नाइटराइडर्स के लिए किसी वक़्त खेले पाकिस्तानी क्रिकेटर उमर गुल के भाई के खतरनाक आतंकवादियों के संपर्क में रहने के सबूत मिले है. ये सब को पता है कि जब पूरा देश पाकिस्तानी क्रिकेटरों को आईपीएल में ना शामिल करने का पक्षधर था खंडित व्यक्तित्व के मालिक शाहरुख़ खान ने सबसे ज्यादा पाकिस्तानी रूख का पक्ष लिया था. इतना ही नहीं इनके लिए बाढ़ पीडितो के पक्ष में पाकिस्तानी चैनल के द्वारा प्रायोजित एक कार्यक्रम भी करके चले आये जबकि पूरा देश २६/११ को हुए हमलो पर अपना शोक प्रकट कर रहा था. इतना अत्यधिक प्रेम उमड़ा पाकिस्तान के लिए कि देश में व्याप्त शोक की लहर की उपेक्षा करना इन्होने जरूरी समझा. इस समारोह से सरकारी खजाने को हुए नुकसान की भरपाई कैसे होगी ये तो राम जाने पर खबर ये आई है कि शाहरुख़ करीब तीस करोड़ रुपये एक फुटबाल क्लब में लगाने वाले है. तो ये है स्पोर्ट्स का धंधे में तेज़ी से रूपांतरण और साथ में विकृत होती हमारी मानसिकता.

एक टीवी चैनल के स्टिंग ऑपरेशन के बाद आईपीएल के पांच खिलाड़ियों टी.पी सुधीन्द्र (डेक्कन चार्जर्स), मोहनिश मिश्रा (पुणे वॉरियर्स), अमित यादव (किंग्स इलेवन पंजाब), शलभ श्रीवास्तव (किंग्स इलेवन पंजाब) और प्रथमश्रेणी क्रिकेटर अभिनव बाली को स्पॉट फिक्सिंग में लिप्त पाए जाने के सबूत मिलने के बाद इन पांचो खिलाड़ियों को निलम्बित कर दिया गया है. इस मामले में अब उच्च स्तर की जांच चल रही है। अब आते है कोलकाता में हुए जश्न पर. इस भव्य जश्न में लगभग ४५ लाख रुपये के करीब खर्च हुए जिसमे करीब २५ सोने की चैन, मेडल्स इत्यादि बटे. बहुत संभव था इससें ज्यादा भी खर्च हो सकता था अगर ममता दीदी ने पश्चिम बंगाल की गरीबी का रोना ना रोया होता कि हम तो बहुत गरीब प्रदेश है सिर्फ आशीर्वाद के आलावा हम क्या दे सकते है! ये समारोह कार्य दिवस के दिन हुआ महीने के अंत में जब सभी कार्यालयों में जरूरी काम काज निबटाएं जाते है लेकिन इडेन गार्डेन पहुचने की अफरा तफरी में एक तरह का अघोषित अवकाश सा हो गया और इस तरह गरीब प्रदेश थोडा और गरीब हो चला करोडो के नुकसान के साथ. वैसे भी बंद प्रिय ये प्रदेश दो लाख करोड़ के लगभग के कर्ज अदायगी के भंवर में फंसा हुआ है. वैसे कितनी जागरूक जनता है बंगाल कि एक फालतू टूर्नामेंट के जश्न समारोह में भारी संख्या में उमड़ पड़ी. ममता बनर्जी जिनके पास एक अच्छी सोच है का बयान तो और हास्यास्पद है कि केकेआर की जीत दुनिया की जीत के बराबर है.

ममता दीदी ने ये समझने की कोशिश जरा भी नहीं कि ऐसी दोयम दर्जे की जीत कोई मायने नहीं रखती. क्या महत्व है इस तरह के आयोजन का? इसको बंगाल के लोगो की जीत के रूप में किस तरह देखा जा रहा है जबकि कैप्टन से लेकर जैक कालिस या अन्य खिलाडी जैसे मनोज तिवारी वगैरह का बंगाल से कुछ लेना देना नहीं है. ये बहुत तकलीफदेह है कि बंगाल की विजय हजारे ट्राफी में जीत जो कि वाकई बंगाल की जीत कही जा सकती थी को बिल्कुल भी सम्मान के लायक नहीं समझा गया. इसी से समझ में आ जाता है कि ये देश विकास के नाम पे किस दिशा में चला जा रहा है. इस तरह के टूर्नामेंट जो क्रिकेट के गौरवमयी इतिहास में एक भद्दा दाग है जिसमे अय्याशी, बदतमीज़ी (शाहरुख़ खान का वानखेड़े मैदान में तमाशा याद करे) आदि तत्वों का समावेश है को हम किस तरह से सरकारी आयोजन का हिस्सा बना सकते है जिसमे गरीब जनता का पैसा पानी की तरह बहाया गया?

क्रिकेट से मुझे आपत्ति नहीं. ये भी एक खेल है मगर जब खेल एक खेल ना होकर महज तमाशा बन जाए तो हर खेल प्रेमी को तकलीफ होगी. ये समझने की कोशिश करे कि अगर एक गरीब आदमी को पैसो की जरुरत पड़े तो सरकारी मशीनरी तमाम तरह के पेंच लगा देंगी और यदि दे भी दिया भूल से तो इस तरह वसूलेंगी कि ना दे पाने की स्थिति में कर्जदार बेचारा आत्महत्या कर ले. इधर देखिये बॉलीवुड के सितारे जिनमे से ज्यादातर टैक्स चोर है और माफिया से सम्बन्ध रखने वाले है उन पर पैसा बहाने के लिए सरकार के पास कितना धन है गरीबी का रोना रोने के बावजूद.

हम वाकई महान देश में रहते है. मुझे अपने मित्र रवि हूडा जी की बात बहुत सटीक जान पड़ती है:” आईपीएल बस कुछ कंपनियों के उत्पाद बेचने के लिए नंग्नता और व्याभिचार का प्रदर्शन मात्र है. आज हर सुख सुविधा का साधन होने के बावजूद भी हम मानसिक रूप से अपंग हैं. वह ही देखते हैं और करते हैं जो लालची व्यवसायी चाहते हैं. किसी गरीब कन्या के विवाह के लिए या किसी अनाथ बालक के भरण पोषण के लिए हमारी जेब से १०० रूपये नहीं निकलते परन्तु आईपीएल या फार्मूला वन की प्रथम पंक्ति में बैठने के लिए हज़ारों रूपये व्यर्थ व्यय करते हैं ! अवश्य ही हमारी युवा पीढ़ी को भटकाने और भ्रमित करने का कोई गहरा षड्यंत्र है.”

We are living in times that promotes greed is good. However, the rampant consumerism has sounded a death knell for many human values, for many prestigious institutions doing good work for the humanity. I come to remember the words of Mahatma Gandhi: ”

There is enough for everyone’s need but not enough for everyone’s greed.

” The words of this great figure of modern times very aptly sums up the real cause of financial, political and environmental crisis.

One reason why so many wrong means have surfaced to amass huge wealth in both developing and developed countries is that materialistic aspirations now rule the roost. At individual level or at the level of big institutions, the short cuts to make huge money have attained some sort of legitimacy. It appears that dishonesty is now the best policy. Ironically, people across the globe are paying huge price and that has made them to give way to phenomenal call for changes in form of having ‘People’s Ombudsman”.

However, I am not sure how are these proposed changes going to ensure transparency unless we become committed towards greater values at individual level. However, it’s a good thing that citizens are at conflict with dull headed rulers in major nations and even in smaller nations like Egypt, Libiya, Syria and Tunisia the people have made the arrogant rulers pay heavy price.

Now let’s see what happened in U.S. which led to collapse of major financial institutions. This unprecedented financial crisis, which made us remember the Great depression of the 1930s , led U.S to succumb to extraordinary measures to save the country from clutches of bankruptcy. Anyway, this crisis caused Americans to lose significant amount of consumer wealth apart from decline in introduction of newer economic ventures. One needs to pay attention to the reasons pointed out in Levin–Coburn Report which says that “ that the crisis was not a natural disaster, but the result of high risk, complex financial products; undisclosed conflicts of interest; and the failure of regulators, the credit rating agencies, and the market itself to rein in the excesses of Wall Street.

Well, in simpler terms if we wish to understand the failure of the baking system in U.S. it would mean simply mean that rules were twisted to ensure huge amount of money. The vested interests were given preference over national interests. One can notice that recent 2G spectrum allocation scandal in India virtually followed the same pattern, which sabotaged the banking system in U.S. Here too rules were manipulated to make the allocations to interested parties, leading to huge loss of revenue to the government. The point is when greed rules then principles and national interest become subordinate.

I must say corruption, indeed, is a global phenomenon and factors like rampant consumerism have ensured that corruption at all levels is going to remain evergreen. Let’s hope we learn to place national interests, being in league with institutions resting on better principles, above petty interests to ensure that all forms of “depressions” do not come to act as spoilsport!!!
