पुरुष अधिकार से सम्बंधित ये खबर दो दिसंबर को जनसंदेश टाइम्स में छपी. विवाह कानून (संशोधन) विधेयक 2010 को लेकर पुरुष अधिकार संघटनो जिनमे सेव इंडियन फॅमिली फाउंडेशन और मेंस राइट्स एसोसिएशन प्रमुख रूप से शामिल है के द्वारा नई दिल्ली में सांसदो को अपनी आपत्तियों से पत्र के माध्यम से अवगत कराया जाएगा जो उनको व्यक्तिगत रूप से सौपे जायेंगे संसद के वर्तमान शीतकालीन सत्र में। इस बाबत ये महत्त्वपूर्ण खबर इलाहाबाद के इस प्रमुख हिंदी अख़बार में छपी जिसका प्रकाशन कई शहरो में होता है.
इस खबर का सकारात्मक परिणाम रहा शहर में क्योकि छपने के कुछ अंतराल पर हाई कोर्ट के अधिवक्ताओ और कुछ बुद्धिजीवियो ने ये कहा कि ये बड़े स्तर की साजिश है हिन्दू परिवारो को तोड़ने की. सही बात है क्योकि देखने में यही आ रहा है कि जितने घातक संशोधन हिन्दू विवाह अधिनियम में हुए है और वो भी पुरुष विरोधी किसी सुनियोजित साजिश का अंग लगते है. सबसे खेदजनक बात ये है कि हिन्दू हितु की रक्षा करने का दावा करने वाली संस्थाए और राजनैतिक पार्टिया इस मुद्दे पर आश्चर्यजनक रूप से खामोश और निष्क्रिय है. जबकि इसी मुद्दे पर अमरीका आदि देशो में कुछ सचेत हिन्दुओ ने इस बात को तीव्रता से महसूस किया है लेकिन हमारे यहाँ लोग अभी गहरी नींद में है इस मुद्दे पर.
सो ये समाचार पत्र बधाई का पात्र है और वो लोग भी जो इस मामले में भारत देश में पूरी तन्मयता से लगे हुए है. शायद लोगो को पुरुष उत्पीड़न का एहसास हो जाए.

Two Faces Of Masculinity From The Crude Real World Supposedly Belonging To Men In The Eyes Of Feminists!
This year in the month of September a senior police officer, belonging to IPS cadre, tried to commit suicide in Maharashtra. Such news report now do not stir the emotions of common mass other than creating short-lived ripples within some sensitive minds. Even when it forces the thinking class to take cognizance of such news items, the centre of gravity in these discussions remain governed by flimsy causes and after a certain period the issue gets swept under the carpet.
In this particular sensational incident, this senior police officer was at the receiving end of humiliating gestures at the hands of another junior officer, belonging to IAS cadre. This harassment continued for a certain period of time and seeing no way to get out of this mess this hard-working and honest police official set himself on fire. The reason why this police officer faced the ire of this junior IAS officer was that he had found this junior officer responsible for alleged irregularities in the Maharashtra State Road Transport Corporation (MSRTC). This IPS officer in his capacity as the Chief Vigilance Officer of the MSRTC submitted an inquiry report, which found this officer guilty, who was, ironically, the head of this department at that point of time.
That’s one of the few examples from world of ours, which contradicts the claims of feminists always unfailingly harping on the same string that world belongs to men! Unfortunately, they never realize that it’s rough, cruel and hellish for men-at-large for most of the time. The wives of such hard-working honest officials, who see such husbands as no more than a source to have ready cash all the time for their sense gratification, either in form of buying costly jewelries, costly attires, rarely come to realize what’s actually the state of affairs in lives of the their husbands. Worse, being unaware of the harsh realities prevailing in the world of men, the women show no haste in throwing tantrums on one pretext or another.
Husbands usually do not protest over such whimsical demands of wives since in their eyes giving way to demands of their wives appears to be some sort of fulfilling one’s duty towards them! And that’s how women come to rule over them and in turn exploit them. Ironically, now laced with new rights, wives have become more possessive, greedy and irrational. It’s a sad declaration but it’s true that scenario would not change in future. It would remain the same, wherein husbands like, bonded labourers, would continue to serve their wives, even as they remained at the receiving end of most tragic developments in world outside the confines of drying room.
In one of the famous restaurants of Allahabad, popular among love birds, arrived one such couple. Everything went alright between these two lovers, enjoying a happy conversation amid refreshments. Suddenly, a call arrived on the phone of male friend and he went on to have a long conversation. Being suspicious about the nature of the phone call, the female partner inquired about it from her lover. The explanation offered by the male partner did not appear convincing to her and that led to heated debate between the two. The happy mood gave way to high voltage drama marred by panic and tension. The female partner, who belonged to elite class, being unaware of the consequences of involving police, telephoned the police station of that area stating she was being sexually assaulted. The police acted in prompt manner, beating his male partner black and blue, right in front of her eyes, dragged him to the police station.
The girl who did not imagine such fatal consequences and to an extent feeling sorry about the whole episode informed the police officer in the police station that her complaint was fake! She telephoned merely to teach a fitting lesson to his male partner! Perhaps she did not want that matter should reach to their homes, which was going to be the case in next few minutes. The police, taking a liberal view on the whole episode, released both of them warning them not to indulge in such drama again, which involved police. The couple promising them to behave responsibly left the police station with happy and relaxed faces. Such boyfriends, new face of masculinity in modern times would grow in numbers, willing to serve their girlfriends at all costs, no matter if it involves putting at stake one’s self-respect!

The political party which has no sound policies cash in on populist measures to gain power. If such a political party somehow manages to register its presence in corridors of power, it proves to be an ominous sign for the growth of democracy. Uttar Pradesh is facing similar crisis in the regime of Samajwadi Party. Right from series of communal riots in various parts of states to administrative failures in various major cities the state has been held hostage to dangerous elements masquerading in various forms. The Samajwadi Party wooed young voters by promising laptops and nobody questioned the utility of launching such scheme at cost of taxpayers’ hard earned money. Look at the irony involved that state is reeling under worse power crisis. It appears laptops provided by this government get recharged by darkness! The same money spent on laptops, tablets and etc. could have been diverted to improve the infrastructure involved in production of power. It’s no secret that most power houses operating in state are operating with help of worn out machinery. However, you can’t expect such measures from a government run by unethical minds.
Allahabad, most important city after Lucknow, which is on paper getting 21 hours power supply, is facing huge power crisis. Let’s take into cognizance working of one of the power substations operating in Allahabad, which is home of eminent intellectuals, bureaucrats, writers, poets, judges and journalists. One example is suffice to have idea of how the system is operating under this government’s rule. Kareli power house, an important substation, which supplies power to Kareli and other adjoining areas like Bhavapur, is in total disarray because of its incompetent officials and poor management. It’s now very clear that may be in Mayawati’s regime there were huge scams at ministerial level, the bureaucratic machinery still remained under awe of strict punishment in case of non performance of duty. Under this regime absence of such threat of getting punishment has led to lawlessness and haughtiness on part of officials.
The Kareli substation under Maywati’s regime was one of the best substations operating in the city having a smooth supply in both Hindu and Muslim colonies, even in peak hours during some important festivals like Dussehara or Eid. A telephone was always there to register the complaint of aggrieved consumers and the fault was dealt with in a conscious time bound manner. The same substation is now working in most shabby manner. The employees stationed here are rude while dealing with consumers besides being incompetent. They are not bothered as to how to ensure smooth power supply. Many linemen/technicians on condition of anonymity stated that there is nobody to check huge power theft in this area. As a result of this power theft as many as 20 transformers have blasted in one single month. The staff operating at power houses often gets beaten at the hands of angry public. Prima facie one always blames citizens for such display of violence and angry reactions but if we delve deeper into the cause of mob violence one would realize that ordinary citizens are not that guilty.
For instance at Kareli substation during some critical faults there is no one present to register the complaints of consumers. There is also no telephone, and thus, one living at a distance has to travel many kilometers to reach this substation. Imagine the state of the mind of such consumer if he/she finds that gates are locked from outside during working hours! If the same consumer tries to contact with higher officials over telephone, the officers at the other end don’t give much importance to his/her problems. So what options do power house officials leave for aggrieved consumers other than to react violently? Bhavapur area which is major Hindu colony having distinguished citizens faced 18 hours power failure for two consecutive days which included Dussehara day. Can one imagine the level of collective anger of such residents?
Most of the areas, falling under this substation, for past one and half months are facing huge power cuts. Earlier it was informed that feeders were being changed along with replacement of incoming panel. The residents of this area kept quiet but people lost their cool when even after removal of major faults the areas like Bhavapur, Nihalpur and etc. remained dark for more than 10 or 12 hours at a stretch while the adjoining Muslim areas like Akbarpur remained above such power cuts! The whole Navaratri celebrations along with tableau exhibition was marred by absolute darkness. In fact, this substation is working in a dangerous way too. That’s because no employee of higher rank is placed at this substation. As a result of that staff which is comprised of linemen and few technicians are either missing in night schedule or if that’s not the case they are involved in drinking of beer. Just few weeks ago, a lineman involved in repairing work at Kareli substation in inebriated state suffered serious injuries.
This government has failed to realize that citizens are not impressed by populist measures. To win their hearts the government needs to improve the functioning of public administration. What prevented it to improve the quality of services provided by government bodies? Instead of doing that it’s engaged in divisive policies, which involve huge wastage of taxpayer’s money. It’s time for the electorate to realize that during voting it’s better to have in their view right aspects instead of being swayed by flawed populists measures of parties devoid of vision and sound principles.
I remember my visit to Delhi in early 90s. I saw billboards which talked about helpline centers for harassed husbands. These billboards initially left me in a state of dismay but I soon realized their worth. It was an awakening of sorts for me, but a greater lot remained a sleeping giant! One of the most difficult tasks is to create a new vision by bringing a change in the attitudes and precepts governing the society. The conditioning of brainwaves, age-old retarded practices and worn-out ideas cannot be changed overnight. That’s why we need a mass movement in organized way to create a new path. The significance of men’s rights movement need to be understood in light of principles controlling mass movements of previous eras, which believed in the fact that Rome wasn’t built in a day.
The Indian society, or for that matter, societies across the globe are still heavily polarized in the favor of females. Men are still treated as supposedly stronger sex and women as a weaker lot, tormented and oppressed by the former. The paid media and government controlled public information services repeatedly churn out lies and manipulate the facts to sustain the myth that women alone face discrimination and harassment. Such anti-human practices ensured that the men’s rights movements be the order of the day! The way feminists employed dirty tricks to project female victim-hood and create mass hysteria ensured that a counter movement came in existence to counteract them effectively. The purpose of men’s movement was not only to eliminate the propaganda and white lies of feminist but to ensure that manhood got the respect it deserved.
Fortunately, the movement has been recognized as an emerging force but it needs to cover a long distance creating bodies and institutions on par with ones born out of feminist movements. It needs to topple biased International bodies, which are promoting anti-societal tendencies in the name of emancipation of women. The average class of people, solely confined to livelihood may not be able to establish this great conspiracy, but MRAs need to understand this dangerous game. This great game involves likes of Arundhati Roy who says that “the feudal India has a huge history and legacy of disrespect and violence against women.” These so-called movers and shakers are systematically destroying cherished Indian institutions. Besides that they are also eroding the self-esteem of men’s community by continuously showing them in bad light.
“Feminism is the intellectual organization of gender hatred, just as Marxism was the intellectual organization of class hatred. Feminism’s business is fashioning weapons to be used against men in society, education, politics, law and divorce court. The feminist aim is to overthrow “patriarchal tyranny.” In this undertaking, the male’s civil rights count for no more than those of the bourgeoisie in Soviet Russia or the Jews in National Socialist Germany.” (‘What civil rights has wrought’ by Paul Craig Roberts, July 26, 2000). Ruth Wisse, a Professor at Harvard University, feels the same: “By defining between men and women in terms of power and competition instead of reciprocity and cooperation, the movement (read women’s liberation movement) tore apart the most basic and fragile contract in human society, the unit from which all other social institutions draw their strength.’ These wise gentlemen make it clear that men’s movement in India needs to be a perfect a mix of intellectual movement in league with revolutionary ways of shaking the institutions.
After all, the men’s organizations are not only against powerful lobby supported by governments in covert and overt fashion but they are also fighting the hidden enemy- one without a face! An enemy that uses government information services like Doordarshan to indulge in Ardhasatya ( Half truths) in name of “Satayameva Jayate” ( Truth Alone Prevails). Sometimes back New Delhi was hit by a rape. A committee got formed, which invited views from representatives of women’s and men’s bodies. Most of the representations there vilified men, and naturally the final recommendations went against the men. That’s the way how laws are passed in other cases. So whether it’s defining sexual harassment or shaping criminal jurisprudence in laws pertaining to property rights, maintenance rights and etc. the final outcome is always against the interest of men. The mother of all questions is: Are advocates of men’s rights fully prepared to fight such a powerful faceless enemy? And that too amid horrible and hopeless situation. Anyway, this terrible question provides a great permanence to the significance of movements related with men’s rights!
In India, the road to success for men’s rights movement is filled with virtually insurmountable obstacles. That’s because a vast section of men lives in villages whose lives are closely connected with prejudices and age-old beliefs related with “aham ( ego), sampatti ( property) and aurat ( woman)”. Coming to urban population, the society is chiefly divided into a great middle class and rich elite class. The former is deeply involved in struggles, pertaining to bread and butter, while the latter is completely submerged in ills flowing excess money supply. This class structure should make it very clear to MRAs that they need not to be sloppy while conveying the importance of having a movement for the rights of men. A lack of seriousness on their part might make their sincere efforts go in vain. After all, this age belongs to crude values hinging around materialism! So when you are advocating about finer values of newer types, like having a commission for men, one needs to demonstrate a high degree of logical precision side-by-side real seriousness. A louts emerges from mud. The associations related with men should borrow the spirit of lotus. Let them bloom amid such hopeless scenario. Instead of being discouraged, let’s use the disadvantages in our favor. That alone would keep the significance and relevance of men’s movement evergreen in a right way!
नागपुर में पिछले महीने पुरुष अधिकारों के प्रति समर्पित सेव इंडिया फॅमिली फाउंडेशन (SIFF) ने अपने पांचवे राष्ट्रीय सम्मलेन का भव्य और सफल आयोजन किया। मुख्य समारोह जो तीन दिनों का था, १६ अगस्त से लेकर १८ अगस्त तक, का आयोजन नागपुर से १०० किलोमीटर दूर पेंच टाइगर रिज़र्व के शांत और रमणीक स्थल पर हुआ. पेंच के जंगल नोबेल पुरस्कार विजेता रुडयार्ड किपलिंग से सम्बन्ध रखता है जहा पे उन्होंने मशहूर किरदार मोगली को जन्म दिया। बहरहाल इसी जगह पे तीन दिनों तक वैचारिक कसरत में सलंग्न रहना एक संवेदनशील मुद्दे पर एक सुखद और यादगार अनुभव रहा. ये कहने में कोई सकोच नहीं कि पुरुष अधिकारों के प्रति अभी भी बहुत बड़ा वर्ग उदासीन है लिहाज़ा ऐसे आयोजन समय की मांग बन गए है जो इस मुद्दे पे देश और देश के बाहर एक उपयुक्त भूमि का निर्माण कर सके.
इस सम्मलेन का आयोजन राजेश वखारिया और नागपुर की SIFF टीम ने नागपुर में अन्य महत्तवपूर्ण संस्थाओ के साथ मिलकर किया जिनमे रविन्द्र दरक का योगदान सराहनीय था. इस राष्ट्रीय सम्मलेन में SIFF की देश भर में फैली शाखाओ ने शिरकत की जिसमे बेंगालूरू , पुणे, मुंबई, लखनऊ, कन्याकुमारी, चेन्नई, इलाहबाद, हैदराबाद, नई दिल्ली और अन्य जगहों से आये सत्रह राज्यों के कुल १५० से अधिक् जुझारु कार्यकर्ताओ ने अपनी सहभागिता दर्ज करायी जिन्होंने देश भर में फैले 40,000 एक्टिविस्ट्स का प्रतिनिधित्व किया। इसके साथ ही कुछ प्रसिद्ध विदेशी संस्थाओ जिसमे मैरिटल जस्टिस, यूनाइटेड किंगडम और इन्साफ, यूनाइटेड स्टेट्स ऑफ़ अमेरिका, प्रमुख थे ने भी अपनी उपस्थिति दर्ज कराई। उल्लेखनीय बात ये रही कि जर्मनी, जापान, ऑस्ट्रेलिया, रूस, सिंगापुर और मिडिल ईस्ट से भी एक्टिविस्टस का आगमन हुआ.
समारोह में मैंने एक लेखक/ब्लॉगर की हैसियत से अपनी सहभागिता दर्ज कराई। चूंकि पुरुष अधिकारों में बहुत पहले से विचार विमर्श में सलंग्न रहा हूँ जो मेरे कई लेखो में उभर कर सामने आये है लिहाज़ा इस समारोह के जरिये मुझे कई और पहलुओ को बारीकी से समझने का अवसर प्राप्त हुआ.यद्धपि इस सम्मलेन में हुई चर्चाओ का फलक, विषय विन्दु कुछ सीमित सा रह गया, कुछ जरूरी सन्दर्भ जो परिवार के विघटन के प्रमुख कारण होते है जैसे उपभोक्तावाद, सांस्कृतिक हमले, इन पर कोई ख़ास चर्चा नहीं हुई और इसके अलावा संचालन में प्रक्रियागत ख़ामिया भी रह गयी लेकिन इसके बावजूद कई मुद्दों पर सार्थक चर्चा हुई. डॉ पोनप्पा, जो कि मैसूर से पधारे सर्जन थें, ने सही व्यक्त किया कि जिन मुद्दों को हम लेकर चल रहे है वे एक गहन गंभीरता की मांग करते है जो अगर इस तरह के समरॊह में भी अगर न दिखे तो तकलीफ होती है.
ये सर्वविदित है कि IPC 498a, डोमेस्टिक वायलेंस एक्ट जैसे घातक कानूनो ने समाज की कमर तोड़कर रख दी है. इनका जिस तरह से व्यापक दुरुपयोग हुआ है उसको सुप्रीम कोर्ट ने कानूनी आतंकवाद की संज्ञा दी है. ये बेहद अफ़सोसजनक है कि कांग्रेस अपने वोट बैंक के चलते इस स्थिति में कोई सुधार नहीं कर पा रही. उलटे महिलाओ का वोट पक्का करने के लिए हिंदी विवाह अधिनियम (संशोधन) बिल, २०१०, पारित करा रही है जिसके पास हो जाने के बाद पुरुषो को आपसी सहमती से हासिल तलाक के उपरान्त अपनी गाढ़ी कमाई से अर्जित संपत्ति से हाथ धोना पड़ेगा। इस लाचार और पंगु सरकार के पास अपने अस्तित्व को बचाने के लिए सिवाय इस तरह के आत्मघाती कदमो के अलावा कोई और कदम नहीं सुझाई पड़ता है. सरकार में बैठे शामिल मंत्री और महत्त्वपूर्ण संस्थाओ को चला रहे अफसर शायद रेत में शुतुरमुर्ग की तरह सर गाड कर बैठे है कि उनको ये सरकारी आंकड़े जो कि ये दर्शाते है 242 पुरुष और 129 स्त्री हर दिन आत्महत्या करते है ( NCRB) की नाजुकता और गंभीरता समझ में नहीं आती है. इसको और बारीकी से देखे तो 71 प्रतिशत के लगभग शादी शुदा पुरुष आत्महत्या करते है तो लगभग 67 प्रतिशत शादी शुदा महिलाये आत्महत्या करती है.
कितने अफ़सोस की बात है कि जहा महिलाओ का पक्ष सुनने के लिए कई संस्थान है वही पुरुष को सड़ने गड़ने को छोड़ दिया जाता है उसको अपनी तमाम समस्याओ के साथ. खैर आधुनिक सभ्यता अपने उस मकाम पर आ गयी है जब पुरुषो का हर तरीके से शोषण बंद हो चाहे वो किसी भी रूप में हूँ और किसी स्तर पर हो. उनके योगदान का सही रूप से मूल्यांकन हो. लेकिन तमाशा देखिये कि कांग्रेस सरकार ना केवल परिवार संस्था को तहस नहस करने में लगी है बल्कि कानूनी आतंकवाद के जरिये पुरुषो को लाचार और अक्षम बनाने पर तुली है. आखिर हिन्दू विवाह अधिनियम (संशोधन) बिल, २०१०, जैसे अपूर्ण और भ्रामक कानून को बनाने का उद्देश्य क्या है जो संविधान के कई मूल पहलुओं की उपेक्षा करता है? जेंडर इक्वलिटी के दायरे में में क्या पुरुषो को आपत्ति करने का कोई अधिकार नहीं है? फिर ऐसा कानून लाने की क्या जरूरत है जो सिर्फ हिन्दू संपत्ति के बटवारे की बात करता हूँ? ऐसा ही संशोधन मुस्लिम पर्सनल कानून पर क्यों नहीं लागू होता? कितने खेद की बात है कि कांग्रेस की अक्षम सरकार ने विवाह नाम की संस्था की धज्जिया उड़ा दी पर हिन्दू खामोश है और नर के भेस में नारी समान पुरुष खामोश है.
इसलिए नागपुर में आयोजित राष्ट्रीय सम्मलेन ख़ासा महत्व रखता है. ये एहसास दिलाता है कि इस तरह के आयोजन अनिवार्य हो गए है सरकार को शीशा दिखाने के लिए और समाज में एक सार्थक बदलाव लाने के लिये. इस सम्मलेन में कुछ महत्त्वपूर्ण प्रस्ताव पारित किये गए जिनमे प्रमुख है पुरुषो के लिए अलग मंत्रालय बनाने के लिए ताकि उनके समस्याओ पर बेहतर चिंतन हो सके; पुरुषो की जिंदगी को खतरनाक धंधो में भागिरदारी कम की जाए; वैवाहिक कानून जो कि आज समानता के कानून की अवहेलना करते है उनको “जेंडर इक्वल” बनाया जाए कानून की चौखट में; पिता को भी समान रूप से शेयर्ड पेरेंटिंग के भावना के अंतर्गत बच्चो को पालन पोषण करने की छूट दी जाए तलाक मंजूर होने के उपरान्त ताकि बच्चो को माता पिता का सामान रूप से सरंक्षण प्राप्त हो. इसके अलावा इस बात पे भी बल दिया गया कि पुरुषो की स्वास्थ्य सम्बन्धी समस्याओं का निराकरण करने की एक सार्थक पहल हो सरकार और समाज दोनों द्वारा।
सम्मलेन का समापन हिन्दू विवाह अधिनियम (संशोधन) बिल, २०१० को तुरंत वापस मांग लेने के साथ हुआ. सम्मलेन में बहुत से लोगो को पुरुषो के अधिकार के प्रति चेतना जगाने लिए सम्मानित भी किया गया जिसमे इस लेख के लेखक हिस्से में भी ये सम्मान आया, जिनका इलाहाबाद में इलाहाबाद हाई कोर्ट के वकीलों ने एक समारोह आयोजित कर इस उपलब्धि के लिए सम्मानित किया। बहुत जरूरी है ऐसे सम्मलेन, इस तरह के सम्मान समाज का अस्तित्व बचाने के लिए और इस बात को बल देने के लिए कि पुरुष भी स्त्री की तरह समाज की एक प्रमुख इकाई है. SIFF और इससे जुड़े लोग बधाई के पात्र है इस तरह के क्रांतिकारी पहल के लिए. उम्मीद है इस तरह के संस्थान समय के साथ नयी ऊंचाई को प्राप्त कर समाज को नयी दशा और दिशा देने में निश्चित रूप से कामयाव होंगे।

A High Court lawyer Arvind Kumar Pandey was felicitated by a section of lawyers for receiving an award at fifth National Men’s Rights Conference held in Nagpur recently, for outstanding contribution in championing the cause of men in national and International arena, during a programme organized at Indian Coffee House on Saturday.
Addressing the lawyers, Arvind Kumar Pandey said, “Biased criminal laws have spoiled the lives of many men charged under the Dowry Act. The laws like Domestic Violence Act, IPC 498 a, and Maintenance Act, to name a few are heavily tilted in favour of women and have done more harm than producing good effects.”
The Men’s Rights National conference, held at Pench Tiger Reserve in Nagpur was attended by more than 150 men’s rights activists, who represented 40,000 activists spread across India and other parts of the globe.
This year’s national conference was held under the aegis of Nagpur Chapter of Save Indian Family Foundation (SIFF), now being run by Rajesh Vakharia. Few prominent International Men’s Rights Associations like Marital Justice from United Kingdom and INSAAF from USA besides Men’s Rights activists from Germany, Singapore, Japan, Australia, South Africa, Middle East, Japan and Russia also attended the conference.
Informing about the resolutions passed at fifth Men’s Rights conference Arvind Kumar Pandey, who attended the conference as a writer and blogger said, “The first resolution was aimed at formation of Men’s Welfare Ministry while the next resolution aimed at reducing the number of men involved in hazardous professions and another important resolution dealt with creation of gender-neutral treatment in legal aspects. Recognition of the rights of fathers, making shared parenting necessary in wake of separation was another major demand made on the occasion. The activists were unanimous in rejecting the highly biased Marriage Law Amendment Bill, 2010, and demanded its roll back. Lastly, the need to make huge investment in areas of Men’s health was deeply felt.”
The felicitation ceremony at Coffee House, Allahabad, was attended by advocates including Neeraj Shukla, Sampanna Kumar Srivastava, Ashish Nigam, Satyadhar Dubey, Arvind Kushwaha, Pintu Jaiswal, Shubhranshu Pandey, Arun Prakash Srivastava, Mohit Kesarwani and few others.

The flash floods and landslides caused havoc in Uttarakhand, and it’s now totally devastated. The actual number of deaths remains an unknown figure. “Tourists, migrant labourers and others had not registered on government lists, so they cannot be counted. Every time a place is cleared of debris, more bodies are found.” ( Barkha Chakrabarty, programme officer with ActionAid) That’s the state of affairs prevalent in Uttarakhand. One of the news reports says that more than 5,000 people lost their lives. Considering the lack of real picture, regarding actual number of deaths, it’s understandable that real figures could be more frightening. That’s because another news report published in The Times of India suggests that 4,028 people have gone missing, which includes high officials and government officials. Surprisingly, most number of people gone missing are from Rajasthan, 820 people; followed by Uttarakhand, 795 people.
It’s not hard to imagine that had army officials, risking their own lives, not swung into action immediately, the situation would have been terribly grim. Anyway, the flash floods and landslides once again exposed the disaster management mechanism prevalent in India. The National Policy on Disaster Management (NPDM) ”mandates the State Governments inter alia to take measures for preparation of Disaster Management Plans, integration of measures for prevention of disasters or mitigation into development plans, allocation of funds and establishment of early warning systems.” It also talks about “promoting a culture of prevention, preparedness and resilience at all levels through knowledge, innovation and education” ; “encouraging mitigation measures based on technology, traditional wisdom and environmental sustainability.”
In real life- the so-called practical world- the story is altogether different. The bureaucratic machinery works in tune with interests of political masters than working for the cause of environment. In regime of Mayawati, Ganga Expressway Project got started in Uttar Pradesh, keeping at bay norms laid down in Environment Protection Act, 1986. It’s only after the intervention of Allahabad High Court, the project got stalled. Such a grand project got started without obtaining the environmental clearance certificate! One needs to ask how buildings like guest houses got constructed in flood/landslides prone areas in Uttaranachal? At the time when dams were built on rivers in Uttarakahand amidst deep protest, it was argued in its favour that such dams are vital for progress story of the state. None realized that such dams were obstructing the natural course of rivers and their ability to channelize the flood waters. No wonder, the state today is reeling under scary developments.
The Central government, which is supposed to assist the State as per Disaster Management rules, used the disaster effectively to promote Rahul and Sonia Gandhi. The relief material sent to Uttarakhand on behalf of Central government had pamphlets showcasing images of Rahul Gandhi, Sonia Gandhi and Manmohan Singh! If that’s not enough, the people refused to accept the relief packages, sent by the Central government, after they were found to be rotten! In fact, the government effectively roped in Ishrat Jahan’s encounter episode to hide its own shortcomings . It diverted the attention of media ( the paid media), and tried hard to cover its misdeeds. Well, in the age of online journalism, it’s naive to assume that blunders could be shoved under the carpet.
Anyway, let’s hope that those gone missing might have miraculous chances left to get united with their near and dear ones. May the souls of departed rest in peace. And yes, let’s hope that such tragedies teach both Central government and state governments the right way of dealing with disasters. At least, they come to realize that politics over the death signifies bleak future for democracy!
