सरबजीत: आपको मरना ही था!

सरबजीत की मौत बेहद दुखद खबर है। ये अलग बात है कि मुझे आश्चर्य नहीं हुआ। ये मौत सम्भावित थी। ये एक तयशुदा मौत थी। पकिस्तान जैसे कानून विहीन और अराजकता के शिखर पर स्थित देश के लिए किसी की मौत क्या मायने रख सकती है! वो तो केवल ओसामा बिन लादेन को शरण दे सकती है फूलप्रूफ। दाऊद इब्राहिम और अजहर महमूद को ही बेहतर पनाह दे सकती है। सरबजीत की हिफाज़त करके उसे क्या मिलता? लिहाजा सरबजीत का मरना तय था। कसाब और अफज़ल गुरु के फांसी लग जाने के बाद अन्दर ही अन्दर सुलगते पाकिस्तान के लिए सरबजीत से बेहतर बलि का बकरा तो कोई हो ही नहीं सकता था। सरबजीत की मौत तो उसी वक्त तय हो गयी थी जब पाकिस्तान समर्थित दो आतंकवादी  कसाब और अफज़ल गुरु फांसी पे लटका दिए गए।

ये शान्ति वार्ता की नौटंकी, सरबजीत को माफ़ी देने की नौटंकी, उसका बेहतर इलाज़ कराने की नौटंकी ये सब आवरण उस कुटिलता को छुपाने के लिए था जिसकी झलक हर नज़र रखने वाले को साफ़ साफ़ दिख रही थी। सिर्फ ना देख पाने का भ्रम भारत की सरकार कर रही थी। खैर सरबजीत की मौत से एक बात तो साफ़ हुई। दो राष्ट्रों की राजनीति में मोहरे बनते है आम आदमी। जब मै राष्ट्र शब्द का इस्तेमाल कर रहा हो तो इसका मतलब ये नहीं है कि पाकिस्तान को मै एक राष्ट्र के रूप में देख रहा हूँ। ये एक राष्ट्र नहीं है। शैतानी लोगो का हुजूम है। शैतानी लोगो का भीड़ तंत्र है जहा पे राष्ट्रपति कोर्ट से भागकर नज़रबंद हो जाता है। खैर मै बता रहा था कि दो राष्ट्रों की दुश्मनी का शिकार सबसे कमज़ोर और मासूम लोग होते है।

कोई बताये सरबजीत का गुनाह क्या था कि पहले तो सोलह साल जेल में काटे बिना किसी गुनाह के और फिर इस तरह बर्बर मौत? उसकी मौत का जिम्मेदार कौन सा राष्ट्र ज्यादा है? रीढविहीन नेताओ के जरिए शान्ति की बात करता भारत या गुनाहों को साए में पलता पाकिस्तान? खैर एक बात तो समझ में आई की जेल में कैदियों को न्याय पाने की आशा से नहीं रखा जाता है बल्कि अक्सर सरकार की आँख की किरकरी बन चुके लोगो को चुपके से खत्म कर देने के लिए रखा जाता है। चूकि मौत पाकिस्तान में एक भारतीय की हुई है  लिहाज़ा  मानवाधिकार की वकालत करने वालो का ना भौकना लाजमी हो जाता है। ये तब भौकते है अगर भूले से कोई जम्मू कश्मीर में कोई भारतीय सैनिक के हाथो मारा जाता है। इनकी मुखरता तब देखते बनती है।

सरबजीत की आत्मा को शान्ति मिले। मेरी तरफ से यही विनम्र श्रद्धांजलि है सरकारी नौटंकी के इस दौर में। सबसे दुखद यही है कि मरते सिर्फ मासूम आदमी ही है। बिलखते है शोक संतप्त परिजन ही है। मुल्क के नेता तो हर अवसर को कैश कर लेते है। दुःख हो या सुख हर रास्ता सत्ता की तरफ ही मुड़ जाता है।

 Sadhvi Pragya Singh, the prime accused in the 2008 Malegaon blasts, might not be the “Goose” which lays the golden eggs for secular media. After all, the “Hindu” tag makes one unworthy of eliciting conscious attention. Her sympathetic approach towards the causes related with Hindus have made her untouchable not only for the major political parties but also for the mainstream media obsessed with issues related with the minorities.
 
The article is not focused on elements associated with her involvement in Malegaon blast since they are sub judice but it’s a take on inhuman treatment meted out to her in name of having confession. It’s disgusting that barbaric methods used upon her went unnoticed. The mainstream media was highly conscious in pursuing the aspects related with Afzal, Kasab and many others in the same category, ensuring that their human rights do not get violated. It clamoured for their fair and just trial. However, the same zeal and enthusiasm was strikingly absent while dealing with issues pertaining to Sadhvi Pragya. On the contrary, the mainstream media was busy targeting the ghost of Hindu terrorism-the by-product of pervert secular minds.

 
Justice V.R. Krishna Iyer’s landmark judgement in Sunil Batra Vs Delhi Administration,1978, sets the basic principles pertaining to rights of  prisoners quite emphatically: “No prisoner can be personally subjected to deprivation not necessitated by the fact of incarceration and the sentence of the court. All other freedoms belong to him to read and write, to exercise and recreation, to meditation and chant, to comforts like protection from extreme cold and heat, to freedom from indignities such as compulsory nudity, forced sodomy and other such unbearable vulgarity, to movement within the prison campus subject to requirements of discipline and security, to the minimal joys of self-expression, to acquire skills and techniques. A corollary of this ruling is the Right to Basic Minimum Needs necessary for the healthy maintenance of the body and development of the human mind. This umbrella of rights would include: Right to proper Accommodation, Hygienic living conditions, Wholesome diet, Clothing, Bedding, timely Medical Services, Rehabilitative and Treatment programmes.”

In fact, Justice V.R. Krishna Iyer strongly asserted that “Convicts are not by mere reason of the conviction denuded of all the fundamental rights which they otherwise possess.” His sentiments are on par with principles established by many International bodies working for the restoration of human rights. “No one shall be subject to torture or cruel, inhuman or degrading treatment of punishment” (Universal Declaration of Human Rights, 1948). The United Nations Covenant on Civil and Political Rights also echoes the same feelings: “All persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person”  (UNICCPR, 1966).

It’s learnt that Sadhvi Pragya Singh was subjected to worst kind of animal treatment inside the boundaries of prison. She was shown porn movies, forced to consume non-vegetarian diet, and also mercilessly beaten naked. The severity of the inhuman treatment reached its crescendo just because she represented a Hindu organisation! Can you imagine this sort of treatment to any top leader representing minorities? One prominent leader belonging to minority community, known for his penchant for issuing bogus fatwas, has many criminal cases pending against him but he is roaming scot-free. Can our criminal justice system dare to deal with such absconders the same way? In fact, even the Hindu organizations are guilty of misfortune which has become  fate of   Sadhvi Pragya. If the Hindu organizations are so interested in restoring the dignity and self-respect of Hindu community, then they should have a proper mechanism to save their workers/ volunteers from the onslaught of negative forces. However, that’s not the reality. These Hindu bodies like any other bodies are involved in petty politics. Or else, they would have left no stone unturned in highlighting the violation of International norms in case of Sadhvi Pragya.

Not many know that Sadhvi Pragya has been diagnosed with cancer (grade 3) and requires serious medication. Just few days back her condition deteriorated and she suffered partial paralysis to the left side of her body. Well, her fate now rests on the will of Lord. However,  the treatment meted out to her exposed the flaws of criminal justice system functioning in India. The brutal treatment inflicted upon her does not surprise those who are aware that how our system operates, wherein a 10-year-old girl was put behind bars by women cops when she went to Police Station, along with her mother, to register a complaint against a local goon for allegedly raping her. The rights of the complainants or rights of the prisoners exist only on paper. This nation does not recognize the rights of  an individual in practical terms. Anyway, Sahdhvi Pragya’s case also brought in open the real elements gone into the making of organisations representing the cause of Hindu. They are involved more in dirty politics than working for the cause of Hindus in determined way. Let’s learn to honour the dignity of people of substance to make this great nation move ahead with right set of values.

The Chief accused in the Delhi gang-rape case, Ram Singh, committed suicide.

“The main accused in the Delhi gang-rape case, Ram Singh was found dead in Tihar Jail on Monday morning in mysterious circumstances….A police guard found Singh hanging from the grill of his prison cell at 5:45 am, while there were three other inmates in the cell. They claimed they were asleep and had heard nothing…..Home minister Sushil Kumar Shinde said the death was a major security lapse on the part of prison authorities, saying the preliminary probe indicated it was suicide. “There were three other inmates in the cell in which Singh was found hanging,” Shinde said.” ( The Economic Times)

So the government wants us to believe in simplistic terms that it was confirmed case of “suicide” in  presence of three other inmates. A  prominent secular publication treats this as murder. And, in my eyes too, it’s also a well planned killing but I have my own reasons than the ones stated by this publication, which primarily treats it to be unholy nexus between “prisons, crime and the police”. It has also failed to ascertain the exact motive other than trying to impress upon the mind of readers that this was murder committed by police to prevent him from confessing dirty secrets related with involvement of police in the whole episode. However, such an assertion on part of this publication is also a clever attempt on part of this magazine, to limit the imagination of the conscious readers.

Agreed that Indian prisons have become operational centers for organized crime and death inside prison is a commonplace affair, which is often sponsored by police with the help of inmates. The fact that Indian prisons are breeding ground for henious crimes  was the point I had highlighted when Supreme Court  granted bail to Binayak Sen on the ground that ”Visitors are screened and searched by the jail staff. Jailors are there to oversee all these things. So, the question of passing letters or documents doesn’t arise.” I had strongly objected to such a misplaced stand of Supreme Court in my article devoted to granting of bail, wherein I stated: “Anybody who knows the Indian jails know quite well that all big criminals are operating from inside the jails. The contract to kill (Supari) is being ordered from inside the jails via the mobile. A surprise raid in any Indian jail would always lead to discovery of drugs, weapons, mobile phones and other prohibited things.”  However, for Supreme Court and other paid media publications the prison at that time was no less than temple wherein visitors came with noble intentions. 
      
After the murder of  prime accused in Delhi gang-rape, once again the whole episode would be projected in one particular way with   talks related to security within jails gaining prominence. Some conspiracy theories by paid media shall also be highlighted that would project police as the chief villain. However, for a conscious mind, that’s merely tip of the iceberg. In fact, when the Delhi gang-rape incident took place, and the paid media side-by-side huge number of protesters demanded justice for the unfortunate girl with candles and placards having slogans “Hang the rapists”, the author had suspected that there is more than meets the eye. However, being a lone voice, the feeling got suppressed even as this writer along with other thinking souls tried to point out the murkier game played behind the curtains with dubious role of police.

The piece that I wrote immediately after the Delhi gang-rape incident stated: 

 ”I wish to clearly state that it would be fatal to confine the urge for changes to “safety of women alone” or, for that matter, demand for stricter provisions to prevent rape. This line of action is being deliberately highlighted under pressure from feminist wings, tactically supported by Congress government, which hopes to regain power with female voters and minority card in next Parliamentary actions. The mainstream media is also singing the same tune, because in wake of fear to lose government’s aid,  it has no other option but to toe the stance taken by government. This whole drama which captured the nation’s attention from December 16, 2012, until death of gang-rape victim was a well-orchestrated show managed perfectly well by the paid media and Congress government. There are enough circumstantial evidences which give proof of it that the real story is something else and it’s more horrible than what we all came to witness in these past turbulent fifteen days. I will deal with this aspect later in this article but first let’s not ignore these pertinent points.”

The readers can have a look at that article to ascertain what could be the reasons, which indicate at involvement of hidden players in the orchestrated drama, which took place in the wake of gang rape. Now after the suicide of the main accused, which is apparently cold blooded murder, it would be quite obvious to thinking minds that real picture is indeed a “dirty picture”. And like always the real mastermind-the real villains-shall have the last laugh. I do not wish to shoot arrow in darkness since in absence of concrete facts there is always risk of arriving at flawed conclusions. However, there are enough circumstantial evidences to prove that police is merely a puppet in the hand of chief villain. The police was no more than a puppet when the gang rape occurred, and even now in the aftermath of the suicide of Ram Singh-the prime accused- is nothing but a puppet. 

 It has now become certain that we would not come to know what exactly happened in the name of gang-rape. All we know that a beautiful girl came to lose her life in a painful way. This case would remain an unresolved dilemma like the Ayushi murder case.  It’s a painful scenario that conscious citizens can do nothing much other than being mute spectators. However, the citizens can remain alert by beginning to see beyond the obvious. That way they would begin to become aware of the great politics played in their name. That would be the beginning of making better changes in the system from the top to the bottom.

The Indian democracy is said to be governed by the will of people. It’s not the entire truth. In reality, it’s governed by chosen contradictions. They make us sad, frustrated and gloomy. This time I would not enter into any sort of complicated analysis. Just presenting two news items side-by-side. That would be suffice to make Indians realize that not all is well with this country. The first news item is related with Saheed Capt. Amit Bhardwaj’s birth anniversary. The second news item is related with murder of a Deputy Superintendent of police, Zia ul Haq in Deoria, in Uttar Pradesh.

By means of contrast I wish to know are our soldiers sacrificing their lives for such rulers who appear to be no better than murderers? And secondly, do our citizens, which include judges and bureaucrats too, have no other option other than to live under shadow of such criminals posing as rulers? Anyway, RIP Kargil Saheed Capt. Amit Bhardwaj/Zia ul Haq. We shall always remain indebted to your glorious sacrifice. And for such rulers, it’s better that they get punished instead of making an attempt to define their worth. 

Now the mother of all questions: If that’s the fate of high ranked police officials, how can the judiciary expect a common man to act as whistle blower? Any answers?

Capt. Amit Bhardwaj was leading the reinforcement column of 35 men when they were ambushed en route by Pakistani soldiers armed with light & medium weaponry. With the help of Havildar Rajbir Singh, he decided to divert the attention of the enemy & ordered his Second-in-Command to get the men out of the battle area. The two gallant men were killed, the others survived, though all were wounded. Capt. Bharadwaj saved nearly 30 of his men and killed more than 10 infiltrators, though he himself was hit twice fighting till the last breath. His body lay in deep valley of Himalayas, till it was retrieved on July 13, 1999. The bodies of Captain Bhardwaj and Havildar Singh 57 days later.

“But this is not the first time that Raja Bhaiya is finding himself under scrutiny for death of a policeman. In 2007, DSP Ram Shiromani Pandey, the investigating officer in the POTA case against Raja Bhaiya, died in a road accident on the eve of his approaching the Allahabad high court seeking action against him. Questions were raised, but nothing could be proven and Raja Bhaiya remained as powerful as ever.”

The women community seeking “equality of gender”, should either accept this concept in entirety, or else, follow desirable norms. The point is why so much insistence on rights for behaving as you want, for doing whatever you want? Why not give way to responsibilities shared,  supposedly always considered as role of men since time immemorial! That includes all menial jobs requiring intense labour in tough conditions. That also means serving the men community, inside homes, for ages. The men community did that for ages, supplying money like ATM machine, despite suffering severely at hands of cruel wives. That too silently! These employed, high salaried women, should also marry unemployed youths and offer them all comforts for many centuries without feeling the pinch just the way men community did that in past! I am just trying to convey that  this drama of gender equality gained momentum in wake of the world becoming a sophisticated place to live, largely shaped by men and women in the same patriarchal mode, which the bunch of derailed feminists saw as an obstacle for the emancipation of woman.

I am not interested in narrating the consequences of feminism in other parts of the world, but in Indian context, it has given rise to new set of complexities. There was already healthy division of labour but with the rise of feminism, or call it curse of modernism, the world inside home got projected as insult to the capabilities of women. The traditional roles were projected as subservient. However, as the modern women,  shattering so-called shackles, stepped out of the confines of home, they realized that world is not bed of roses, or on par with their expectations, largely because of  limitations caused by their physicality. So another set of calculated efforts came into action, to make the outside world seem a safer domain. And for that very reason, males were advised to co-operate inside homes, doing household work, after all, that’s what true equality demands! That also meant loving  ”fathers,  brothers, sons” all be presented as “potential rapists” so that a false alarm can be raised, and thus, International bodies can come to dictate us, calling it a nation, which does not respects and honours  women! The problems pertaining to women were highlighted in exaggerated way so as to ensure that hocus-pocus, called feminism, can make its presence felt in India.

It’s not that the problems related to woman community do not exist but a shrewd attempt to use them to create rift between the relationship, using the same bothering issues, is simply an attempt to hit hard at the cherished institutions called family and marriage. One never said that problems related with women be it  female foeticide, rising sexual crimes, health concerns, low literacy level and etc. should never be dealt with in a conscious way. However, why should one not be alarmed when these very issues became a part of the plot to destabilize Indian society? It’s amazing that  lesbians, drunk female girls, prostitutes not by condition but by choice, females involved in all sorts of complex relationship should be hailed as appropriate but the same women living inside the confines of home as an ideal wife is seen as insult to womanhood! I mean what sort of values are being professed in name of equality? What’s  being achieved? It leaves one in deep pain that even the most heinous crimes “rapes” are also being used as tool to ensure that gender imbalance sharpens in name of equality.

This sort of heightened false consciousness in Indian women is a necessity because the governments in future would largely be shaped by minorities and women, and so it’s necessary to appease them, to keep them ignorant about real implications of chasing imported theories related with equality. At global level, this sort of destabilized society, wherein men and women, are living highly individualistic lives, caters well to the needs of consumerist society. So why would corporate demons make women aware of consequences of aping such wayward lifestyle, which is resulting in single women, divorced couples, broken homes, fatherless children, eventually leading to rise in crime level too? It’s safer for them that women come out of their homes, work for them, leading to greater productivity.

On the other hand, political class is all prepared to use them as a tool to make their political dreams come alive with their help. Only to attain such diabolical interests, the concept called feminism-the great game of gender equality-came in effect. It’s a myth that it got introduced to make their lives better. At least, in India, it’s not the case. Indeed, women have a set of their own problems, but to remove them, was it necessary to fall in the trap of complex notions of feminism, having goals which even Western world has failed to exhibit in totality or demonstrate with perfection? However, the problem starts when New Delhi starts living the pattern of life found in New York and Washington. That’s why borrowed concepts become a necessity. That’s why “equality” also becomes a necessity. That’s why a highly reputed media publication is bound to see “Sunny Leone” as woman of exceptional talent and merit. And that’s why it’s necessary to give rise to conflicts wherein woman is equal when it comes to enjoy benefits of modern society but woman feels no longer equal when threat is directly to her body. At that point, she is woman! Be equal to enjoy benefit, but be a woman in helpless positions!

Bringing qualitative differences in lives of woman is quite a different issue than using these very issues to demonize men,  or, in fact, use the same issues to shatter the citadels of society. The positive side of this gender equality is that it has allowed men to reshape their own priorities. It has given them a huge chance to realize their own worth and get united to fight for the cause of men in a spirited way-something never done until now. This gender equality is a great phenomenon. At least, now everything related with woman shall be put on trial and it’s a great chance to shatter all stereotyped notions with them. They are no holy cows, and they are as shrewd and manipulative as men needs to be ably projected. It’s a myth that they are a weaker sex and that they were the harassed lot in past. They have always enjoyed deep respect, care, both in external world and within the four walls of home. However, it’s ironical, and diabolical too, that instead of highlighting this aspect, all the men got clubbed in one category of abusers of women. So it’s time to tell that who actually has been abusing-man or woman?  The men community should discuss their own issues in a more organized way-their concerns, their dilemmas, their worries, their pain and their sufferings etc. should get highlighted in a better way. It’s for them to decide that they have to live like a male or as a female in a male body. That’s the real agenda of feminism- to curb the instincts of men to make them in tune with absurd concerns of women.

Lastly, there is nothing like gender equality. There are honorable differences and these differences should persist for the growth of society in a better way. Radha, Seeta, Draupadi, Savitri and other such great women were the by-product of same patriarchal society. Even in modern times, the same society has produced women for whom their fathers have been the role model. Let’s not topple such a society or else the future will be more darker than one would have imagined. Agreed that women have suffered discrimination and face problems. But are the lives of men devoid of problems? Aren’t they facing host of complex problems? Some times back in Kargil War, the Indian soldiers were killed in barbaric manner. Their genitals were cut. That was simply treated as war crime. The same done with woman would not have not only been treated as a war crime but also as sexual assault, rape. Now there lies the difference. That’s the paradox. One wishing true gender equality should  treat both bodies as mere bodies! If that’s not possible then stop this nonsense about gender equality. At present, there is a difference and no difference in the name of equality. Difference when you can’t face the heat and no difference in sophisticated scenario. That’s not equality. That’s opportunism. That’s selfishness. That’s shrewdness of highest type.

कहते तो है कि भारतीय गणतंत्र बड़ी उम्मीदें जगाता है विश्व के उन कोनो में जहाँ और सरकारें तमाम तरीको के विरोधाभासों में लिपटी हुई है। उनके लिए भारत में गणतंत्र का लोप एक खतरे के घंटी से कम नहीं है। खासकर जब चीन से तुलना की जाती है तो ये जरूर दर्शा दिया जाता है कि वह पे कितनी दमनकारी व्यवस्था है जहा लोगो पे जुर्म तो होते है, लोगो को  सताया तो जाता है लेकिन सेंसरशिप की वजह से कुछ सामने नहीं आ पाता। पडोसी मुल्क पाकिस्तान में फैली अराजकता को देखे जो वैश्विक आतंकवाद का पालन पोषण करने वाला है तो अपना देश किसी स्वर्ग से कम नहीं लगता। तो क्या परिस्थितयां वाकई इस देश में इतनी सुधरी है? लगता तो नहीं है अगर हम सूक्ष्म निगाहों से देखे तो।

इसकी एक वजह ये है कि इस देश में सरकार जरूर आम लोगो के दम से बनती है लेकिन उसका आम लोगो के दुःख दर्द से इसका कोई सरोकार नहीं। एक दिखावटी लगाव जरूर है लेकिन वह मूलतः अपने को सत्ता में बनाये रखने भर का जुगाड़ भर है बस। ये कैसी बिडम्बना है कि जिस सरकार ने गरीबी हटाओ का लक्ष्य दिया उसी ने इमरजेंसी भी थोपी इस देश में। सारी संवैधानिक संस्थाओ को जानबूझकर कमजोर किया गया। ये उस सरकार के द्वारा किया गया जिसके नुमाइन्दे आज लोगो के सुरक्षा का दम भरते है। हमारी भोली जनता जनार्दन फटी शर्ट में हाथ में मोबाईल लिए ये समझती है कि हम किसी सुनहरी दुनिया में प्रवेश करने वाले है भविष्य में। इस मृग मरीचिका में भारत वासी उलझे हुए है। क्रिकेट, लौंडिया, बेतहाशा पैसा कमाने का जूनून किसी भी कीमत पर ये हमारे देश के नेशनल पैशन है। लोगो को की इस बात से परवाह नहीं है कि उनकी चमचमाती गाड़ी गाली गलौज, खुले मैनहोल और गड्ढो में सड़क पर चल रही है बढ़ी हुई पेट्रोल के कीमतों के साथ ही बढती रफ़्तार के साथ।

मार्कंडेय काटजू, भूतपूर्व सुप्रीम कोर्ट जज, लोगो को मूढ़ तो मानते है लेकिन ये जरूर दर्शा देते है कि साहब इस देश में असल शासन तो सिर्फ आम जनता का ही है। उनके हिसाब से यहाँ राजशाही नहीं प्रजातन्त्र है जहा हर अधिकारी जिसमे नेता और जज भी शामिल है आम आदमी का गुलाम भर है। ये नौकर है और आम आदमी उनका “मास्टर” है। जैसे  काटजू साहब लोगो की क्षुद्र मानसिकता पर सवाल उठाते है उसी तरह मुझे भी समझ में नहीं आता कि इनके इतने हसीन इंटरप्रिटेशन को, इतने सिम्प्लिस्टिक अप्प्रोच को किस निगाहों से देखा जाए जहा पे किसी ख़ास पार्टी के गुंडे  इसलिए पुलिस अधिकारी को अपनी जीप के पीछे लखनऊ के सडको पर घसीटते हुए ले गए थें कि उसने प्रतिरोध किया था उनके गलत तरीको का। या कोई अदना सा पुलिस का कांस्टेबल भी किसी प्रोफेसर को सडको पर माँ बहन की गालिया दे सकता है जरा सी बात पर। तो आम आदमी को क्या इज्ज़त मिलती होगी सरकारी चमचो से ये सहज ही सोचा जा सकता है। आप भी सोचे कि हमारा गणतंत्र कितना वास्तविक है जो मेरी नज़रो में अय्याशो और गुंडों पे टिका भीड़तंत्र है । धूमिल की ये पंक्तिया आज भी बहुत सटीक बैठती है:

“हर तरफ धुआं है
हर तरफ कुहासा है
जो दांतों और दलदलों का दलाल है
वही देशभक्त है

अंधकार में सुरक्षित होने का नाम है-
तटस्थता। यहां
कायरता के चेहरे पर
सबसे ज्यादा रक्त है।
जिसके पास थाली है
हर भूखा आदमी
उसके लिए, सबसे भद्दी
गाली है

हर तरफ कुआं है
हर तरफ खाईं है
यहां, सिर्फ, वह आदमी, देश के करीब है

एक स्त्री विमर्श स्त्री से लौंडिया तक

दिल्ली में हादसे के बाद अचानक से दुष्कर्म सम्बन्धी कानून को सख्त कर देने की जरूरत पड़ने लगी है। फ़ास्ट ट्रैक कोर्ट स्थापित किये जा रहे है। उम्मीद है इन कदमो से शायद इस तरह के हादसों में कमी आ जाए। ये हमारे यहाँ कि बिडम्बना है कि हर सुधार के लिए हम न्यायालय का मुंह ताकते है। अपनी जिम्मेदारी का कुछ भी भान नहीं रहता और ना ही हम किसी मुद्दे के तह में जाकर गंभीर विश्लेषण कर के कोई कदम उठाते है। सिर्फ सरसरी आकलन के बाद कुछ तुरंत ही कदम उठा लिए जाते है। जैसा कि इस वीभत्स हादसे के बाद हुआ। लेकिन मुझे नहीं लगता कि जहा बात मानसिकता के परिवर्तन की हो वहा कानून बना देने से कोई विशेष फर्क पड़ेगा। खासकर उस देश में जहा पे न्याय या तो किताबो में सिमट के रह गया है या उनके हिसाब से होता है जिनके पास पैसा और पावर दोनों हो। फिर कानून की पेचदगी से उपजने वाली समस्या तो खैर अपनी जगह है ही।

बेहतर तो ये होता कि कानून को सख्त करने के ही साथ इस बात पर भी विचार किया जाता कि ये समस्या उपजी ही क्यों। लेकिन मुद्दा “हैंग द  रेपिस्ट्स ” या महिलाओ की बेहतर सुरक्षा तक ही जा अटका। मतलब कि अगर पुरुष का सर कोई काट कर फ़ेंक दे तो वो सहज है, गंभीर मुद्दा नहीं है, मगर स्त्री का सर काट कर फ़ेंक दे तो वो गंभीर मुद्दा है और सुरक्षा तंत्र महिलाओ की बेहतर सुरक्षा कर पाने में नाकाम रहा है। जब तुरंत कदम उठाये जाते है तो बात सिर्फ सीमित दायरों में से ही उभर  कर आती है। जैसा कि इस मामले में हुआ। चर्चा स्त्री अधिकारों से उभर कर, स्त्रियों की सुरक्षा तक ही सीमित रहा। ऐसा नहीं कि इन सीमित कदमों का लाभ नहीं होगा। होगा जरूर पर वो सीमित ही रहेगा। 

खैर दुष्कर्म मेरी नज़रों में सेक्सुअलिटी की विकृत समझ से ज्यादा उपजा है बजाय नारीवाद की इस समझ से कि ये पुरुष की अधिकार भावना मतलब पावर का विकृत स्वरूप है। क्योकि सत्ता का विकृत स्वरुप हर जगह मौजूद है और यहाँ भी है। इसको विशेष चश्मे से देखने की जरूरत नहीं। जुर्म जब कभी होता है तो जेंडर देख कर नहीं होता। जुर्म को जुर्म की परिभाषाओ के दायरे में ही समझना चाहिए। ये सीधी सी बात प्रायोजित फेमिनिस्ट वर्ग समूह को समझ में नहीं आती।  इसमें कोई पितृसत्तात्मक नाम का जिन्न ढूढने की जरूरत नहीं। दुष्कर्म एक विशेष प्रकार का जुर्म है जिसके तह में कोई साधरण कारण नहीं कि आपने कानून सख्त किया नहीं कि सब कुछ ठीक हो गया। जिस तरह के कदम उठायें जा रहे है वो बिल्कुल आधुनिक चिकित्सा पद्धति कि तरह है जिसमे तुरंत आराम तो मिल जाता है पर रोग जड़ से नहीं जाता है। 

इस तरह के सेक्सुअल डिसऑर्डर्स को दूर करने के लिए हमे भारतीय समाज में व्याप्त ढोंग और विरोधाभासो को बहुत सूक्ष्म रूप से समझना पड़ेगा। सिर्फ बात बात पे कानून का चाबुक चला देने से बात नहीं बनेगी। ये हमको समझना पड़ेगा कि प्राचीन काल का भारत समय के प्रवाह में बहते बहते उस मोड़ पे आ गया है कि जहा आधुनिक समाज में फैले तथाकथित नए तौर तरीके उसके सामने मुंह बाए खड़े है। क्या विकल्प है हमारे पास? इनको पकडे कि छोड़ कर आगे बढ़े? आज का आधुनिक भारत कुछ तो नीति निर्माताओं की गलती के कारण और युग के परिवर्तन चक्र के कारण द्वंद्ध का अखाड़ा बन गया है। ये जुर्म उसी द्वंद्ध से गुत्थम गुत्था का दुष्परिणाम है। वैसे भारतीय समाज हमेशा की तरह ऐसे वैचारिक  द्वंद्ध को पचाकर आगे बढ़ जाएगा  ऐसा मेरा यकीन है पर अभी तो द्वंद विकृत स्वरूप है। इस समय के भारत के दो स्वरूप है जहा एक ओर तो अधिकारों और मूलभूत जरूरतों से मरहूम लोगो की दुनिया है जहा प्रसव पीड़ा से ग्रसित स्त्री को कई मील चल कर डिलीवरी करनी पड़ती है, एक आदमी को जरा सा काम कराने के लिए कई लोगो के आगे विवश होना पड़ता है तो दूसरी ओर नयी जनरेशन के लोग है जिनको बस जल्दी से पढ़ कर या बिना पढ़े नोट कमाने की धुन है नयी कार और खूबसूरत बीवी के साए में। इनको एथिक्स से ज्यादा कुछ लेना नहीं क्योकि आँखों में इनके स्वार्थ की धुंध हमेशा छाई  रहती है।

नीति निर्माता जो ये सख्त कानून बना कर दुष्कर्म रोक देने का ख्वाब देख रहे है ग्रामीण भाषा में कहे तो लंठनमति बुद्धि की परिचायक है। लंठनमति बुद्धि  से अभिप्राय काठ के उल्लुओं से है। जब आपने ग्लोबल संस्कृति के लिए द्वार खोल दिया है तो सिर्फ उपभोग के सामान जिसमे शैम्पू से लेकर सेंट तक है तो सिर्फ सामान ही नहीं बल्कि एक ख़ास प्रकार के मूल्यों का भी प्रवाह होगा। आपने सामान तो खरीदा ही पर साथ में कुछ सूक्ष्म विकृत मूल्य भी आप लेकर  चले आये जिसको तो आप ना अपना पा रहे है और ना ही तज पा रहे है। इसको आपने इग्नोर किया जिसका दुष्परिणाम आप आज देख  रहे है।इसको स्त्री पुरुष के अधिकार संघर्ष के आइने में देखने के बजाय सेक्सुअल भावनाओ को सही दिशा देने का मामला है। लेकिन हो ठीक उल्टा रहा है। जहा पे पुरुष तो ट्रैक से भटके हुए ही थें स्त्री ने भी राह अपना ली जहा देह से परे उसके कुछ भी नहीं। जहा उसे अपने को सेक्स ऑब्जेक्ट में परवर्तित होता हुआ स्वरूप अपना एक मूलभूत अधिकार सरीखा बन गया है। सो इस देश में बच्चे से लेकर स्त्री तक सब ने अपने अधिकारों की  अजीब सी परिभाषायें गढ़ ली है और सब उसे अपनी तरह से जस्टिफाय कर रहे है। और कुछ नहीं कर और समझ रहे है तो वो ये कि आपके अपने कर्त्तव्य क्या है या आपको कौन से बेहतर त्याग करने है समाज को बेहतर रूख देने के लिए। सब के सब अपने क्षुद्र सीमाओ में सीना फुला कर जी रहे है। अपने सीमित सफ़लताओ-असफलताओ को ढ़ोते तोपची बने फिर रहे है।

तो एक तरफ “लौंडिया मिस काल से पट रही है” और दूसरी तरफ़ अगर  आप के पास ख़ास तरह का मोबाईल है तो वो आपकी मर्दानगी का सिम्बल है और इसके एवज में आप एक खूबसूरत स्त्री से छुट्टे पैसे के नहीं बल्कि कॉन्डोम के हकदार है। तो एक तरफ इस प्रकार का भारत है, इस तरह का समाज है  जहा इस तरह के बोल्ड दृश्य विद्यमान है। एक तरफ वो संस्कृति है जिसमे बॉयफ्रेंड/गर्लफ्रेंड आम बात होते हुए भी ऑनर किल्लिंग्स होती है, चमकते घरो में भी भ्रूण हत्या होती है, हर तरह के अपकर्म होते है। लेकिन इसके परे एक भारत और भी है जहा आम स्त्री पुरुष, वास्तविक धरातल पर जीते हुए हर तरह का संघर्ष कर रहे है। इनके पास बनावटी अधिकार चेतना का विमर्श नहीं बल्कि इनके अपने साधारण से ख्वाब है, साधारण सी जद्दोजहद है। और तकलीफ की बात है इनके बारे में कोई बात नहीं करता। जबकि सारी  सरकारी नीतियों का ये दुष्परिणाम ये चुपचाप झेलते है। ख़ास वर्ग से आती समस्यायों को भी यही वर्ग झेल रहा है चाहे वो किसी अमीरजादे की गाडी के नीचे आकर कुचल जाने का मामला हो, किसी के हवस का शिकार बन जाना हो,  या जरूरी वस्तुओ के आसमान छूने के कारण आभाव में जीने का दुःख हो, ये सब एक बड़े माध्यम वर्ग- आम लोगो का निरीह समूह- की किस्मत बन गयी है। कडुवी सच्चाई यही है कि इनके बारे में कोई बात नहीं करता है पर इनका इस्तेमाल करके आगे जरूर बढ़ जाता है।

उम्मीद है इन पे भी  विचार करके देश को सार्थक दिशा देने का प्रयास किया जाएगा।  इनकी भी किस्मत संवारने का सार्थक प्रयास किया जाएगा ग्लोबल भारत में जहा हर प्रकार के जायज़-नाजायज़ अधिकारों के साथ बहुत से संघर्ष चल रहे है। इस  अंतर्द्वंद में इस उपेक्षित वर्ग, आम पुरुषो।औरतो का समूह, की भी बात सुनी जायेगी जिनके बल पर देश टिका हुआ है।

India’s braveheart girl must have begun a new journey in some other mysterious world. Back in India, the land of her birth and also death in such a tragic fashion, after being gang-raped and sexually assaulted in most barbaric manner, leading to severe multiorgan failure, the protests have begun to lose momentum. That’s a typical course of action for any movement in India. It sooner or later, becomes part of fading memory and, after some years, many find it hard to recollect what exactly happened! Even in this case, eyewash gesture of setting another committee had been done, ignoring  Supreme Court’s previous directions, which talked about safety of  citizens, especially the women. In fact, constitutional provisions and Law Commission recommendations, if implemented with total sincerity, are suffice to take care of safety concerns of women, always left vulnerable to such cruel turns of destiny. One Lakshmi, researcher related with women’s issue, made a fitting remark in The Hindu: ”She didn’t die of multiorgan failure, but it was the multiorgan failure of this society and the state which killed her.” 

For instance, in this case, how was this bus with illegal tinted glass windows, allowed to move freely on the streets, and that too, when it passed through many police check-posts? What were the cops doing? Even in UP, cars with illegal glass windows, usually having, illegal blue/red beacon lights are in fashion. So why is the Traffic Superintendent, a mute spectator in this regard,  when the policemen from the same department are so damn conscious about ensuring regular hafta (a form of bribery) at every crossing from the truck drivers? That’s because no body is interested in annoying the political goons, occupying the high posts as Ministers! The government and High Court wish that common citizens should act as guardians of democracy but have they ensured safety of  the whistle-blowers? Before this case,Assistant Sub Inspector Ravinderpal Singh, was shot dead allegedly by Akali Dal leader local secretary (Urban) Ranjit Singh Rana and three of his associates on December 05, 2012, in Amritsar, Punjab, who had resisted the harassment of his daughter. In the same state, a gang-rape victim committed suicide on December 26, 2012, nearly a month after alleged gang-rape, which took place on November 13, 2012, being pressed upon both by police and the society to compromise. In this alleged gang-rape, a woman, identified as Shinderpal Kaur,  played a key role. The point that’s being suggested is that popular anger which has got focused on “hang the rapists” or, for that matter, demand for more stringent punishment  is absolutely misplaced. That’s not going to yield any better result.

The paid media, having struck unholy nexus, with the government, is constantly projecting  rhetoric or misplaced popular sentiments. In United States and in other nations, despite having tough provisions, the rape incidents are quite frequent, even as the better implementation of strict provisions have ensured  lesser victimization rate. The point worth considering is that they have given to wider considerations side-by-side stricter laws, which includes concerns related with widespread denial of women as potential sexual aggressors, female-female rape, distinction between forcible and non-forcible rapes, rape of males by females and etc. The researches there also included the impact of drugs, especially alcohol. Even though timing of entering into contrasts with United States is not okay, especially at this point of time, I am but compelled to do since angry people have given way to demand for tougher laws, forgetting that stricter laws can only work wonders when we have sound and sympathetic government machinery in action. Is that the case in India, wherein all sorts of legal provisions have got limited to law books alone?  

Against this backdrop, before I deal specifically with the Delhi gang-rape, I wish to clearly state that it would be fatal to confine the urge for changes to “safety of women alone” or, for that matter, demand for stricter provisions to prevent rape. This line of action is being deliberately highlighted under pressure from feminist wings, tactically supported by Congress government, which hopes to regain power with female voters and minority card in next Parliamentary actions. The mainstream media is also singing the same tune, because in wake of fear to lose government’s aid,  it has no other option but to toe the stance taken by government. This whole drama which captured the nation’s attention from December 16, 2012, until death of gang-rape victim was a well-orchestrated show managed perfectly well by the paid media and Congress government. There are enough circumstantial evidences which give proof of it that the real story is something else and it’s more horrible than what we all came to witness in these past turbulent fifteen days. I will deal with this aspect later in this article but first let’s not ignore these pertinent points. 

Had the protests been genuine and intentions of government honest, the demand would have not been focused on safety of women or rights of women alone, it would have been focused on better safety concerns for every citizen, irrespective of gender. The most horrible thing is that this time politics was done in name of this unfortunate girl, victim of brutal gang-rape, who is no longer in this world. This protest was given vulgar and aggressive shape by the vested interests with immediate and  long-term gains in mind. The news of  nuisance created by agents of Congress, belonging to NSUI wing, at India gate have now surfaced, and this confirms the suspicion that real story is something else. Three main reasons could be deviating attention of general public from its recent failures on all fronts, diminishing the impact of victory of Narendra Modi at national level, and, above all,  an attempt to keep intact the female votes, by emerging as champion of female rights ( the way it tries to emerge as protector of minorities) in long term with some immediate steps in this direction right now.

It’s really ironical that on the one hand sponsored protesters, and foreign funded women’s organisations,  are demanding for tougher laws, and, on other hand, this case is now being under the vigilance of Delhi High Court since it has taken suo moto cognizance! Now that’s pretty disturbing! What was the need to do so? May be its apprehensive that government machinery might play foul and delay the justice, and thus, it’s intervention becomes necessary to ensure fair and speedy justice! Without debating the merit of High Court’s decision to take suo moto cognizance of this case, I wish to know will superior courts always take moto cognizance of such cases to ensure fair trial once tough laws come into operation? In other words,  we are mindlessly asking for tough laws in a nation, wherein  monitoring of cases by superior  court becomes necessary to ensure fair  justice. In the United States, we have a fair system which not only ensures that tough laws operate within a perfect apparatus but also that cases be dealt in scientific manner. Imagine the consequences of tough laws in corrupt and biased set up which India entertains, wherein right from investigation to trial stage, everything is shoddy and flawed. Does our system has ensured that those abusing the process of law do not go scot-free?

We have already witnessed what has been the fate of tough dowry provisions and SC/ST provisions and still dare to believe that tough provisions would stop rapes in current set-up? Isn’t it was the fear of misuse which led to scrapping of POTA provisions? I am afraid it would only lead to further deterioration of men-women relationships, which is the agenda of foreign sponsored feminist  institutions (weakening the institution called family and marriage) and also of secular parties, which breed on chaos and disorder. I mean we are living in times, wherein rape has become some sort of tool to settle scores, a weapon to blackmail, to an extent that even consensual sexes, after love gone sour, gets projected as rape. I am sure a little commonsense, instead of expecting everything to be achieved with the help of laws, would yield better results.

We should not forget that we are living in times, wherein, an actress, Maria Susairaj, can enter in one of the most macabre murders, ever intercepted by world of crime. That’s why instead of a knee jerk reaction, a conscious approach which ensures that cases are dealt in light of merit, not governed by biases for any particular gender shall create better days. Mere strict provisions, with ample scope of their misuse shall only make females become natural enemy of males. There are many MPs and members of state assemblies,booked under rape charges, and if they are asked about it they would let you know that they have been falsely implicated! Their versions may or may not be true, but it does give you an idea that either legal system is being used to settle scores or it’s not being used at all! Against this backdrop, how would you ensure that tough provisions would ensure justice?    Let’s have a glimpse how this system functions. The death of constable Subhash Tomar, amid the violent protests at India Gate, is now shrouded in mystery. The autopsy report suggests, that death was caused by a sharp object but the witnesses claim that death was a natural affair and no such attack was involved! See the contradiction.

But we are living in strange times. The mere appeal to women to dress properly or maintain right visiting hours is seen as some sort of curtailing their rights or independence, and not as commonsense. That’s because so-called lust for absolute freedom, on par with corrupt theories sponsored by feminists, have robbed of their ability to think in simple terms, making them see every such sound advice as insult of their beings. For instance, I  am sure even a men, however strong may he be, run the risk of being attacked and killed, if he dares to move on streets all alone during nocturnal hours! So is there any point in seeing a crime in a gender specific way and demanding safety of women alone? Check the data and you would find more number of men killed in tragic way. So should I start campaigning for safer world of men? Attack and getting killed is more failure of law and  order, instead of something born out of  gender specific cause. Another idiotic argument presented by the feminists, and modern girls, is that wearing provocative dress is no invitation to rape. That’s true and I agree whole-heartedly with the counter offered but what I totally disagree is that provocative dressing creates no impact. That defies psychological laws. It’s a common phenomenon that both female and male physiological responses i.e. erectile responses are involuntary in wake of anticipating atmosphere surcharged with sexual stimulants. 

So why are we trying to create a system, which mainly tries to accommodate demands of one sex, not in tune with common sense and  psychological aspects? Mind you even “gun-culture” would not ensure a safe scenario if some basic sociological principles get avoided. That’s the reason why gun-culture in United States has not ensured desired result. Anyway, I am not suggesting that following such simple steps, rapes would become a rarity or, for that matter, decently dressed woman would altogether be free of sexual assaults, but these simple steps would ensure a significant drop in crime against woman. That’s exactly what  Vrinda Grover, lawyer and women’s activist, is trying to say when she  says that: ” There is no evidence to suggest that the death penalty acts as a deterrent to rape…….Certainty of punishment rather than the severity of its form could act as a deterrent.” (The Hindu)

It’s also strange that gang-rape of this girl is being projected as awakening of this nation but it’s really baffling to understand what exactly are we trying to say when we say so? Are we trying to say that had this girl been not gang-raped we would have never awakened? That’s why I feel this huge protest is orchestrated or it’s totally redundant. That I say so since Delhi has already attained the infamous title of being “rape capital of the country’” long back ago. There were 568 cases of rape, registered in 2007-2011 period. So was Delhi and whole nation sleeping? The Times of India news report from where I picked this data, quoting a police official, stated:  ”Former IPS officer Y P Singh said the police informally classify rape into two categories: technical and violent. ‘In case of technical rapes, there is an element of consent involved and there is no violence. Some examples are a lady caught red-handed in an act and then alleging rape; a man inducing a lady with a false promise of marriage and having intercourse. There have also been cases where departmental seniors have called for wives of suspended juniors to stop the husband being dismissed from service,” said Singh.”  

At the time when this case caught the limelight, an unfortunate mother in Uttar Pradesh, was struggling hard to get  justice in a case involving suicide of her daughter, after being gang-raped. However, neither the media nor the concerned  higher authorities including District Magistrate paid any attention to her grievances. That makes it even more important to understand the true elements constituting the protest at India Gate and Jantar Mantar. That I say so because in past we have witnessed murder most foul like Naina Sahni murder case, Madhumita Shukla murder case, Jessica Lal murder case, and brutal rapes like one involving Aruna Shanbaug and rape of a twelve year old mentally challenged girl by a drunkard in Mumbai local train even as the others remained a mute spectator, and now we pretend that after December 16 gang-rape, nation has awakened, and, thus, demand greater safety of women! 

How can we forget the brutal gang-rapes of  two Mizo women, abducted from Dhaula Kuan, Delhi, and repeatedly gang-raped in moving vehicles in 2005 and 2010? Why we did not then gave way to such awakening? In fact, they were too dumped on the street, unconscious and without clothes, very much like the December 16 tragic episode? They were not subjected to injuries of grave nature but they are still facing emotional trauma.”The condition of this woman is worse as she seems to have lost her mental balance after the incident. “I have been told she still flows into a fit of rage, bangs her head against the wall and keeps on inflicting injuries on her private parts,” informed one of the members belonging to the  Northeast Support Centre & Helpline while narrating the normalcy report of  2005 case victim.

That’s why it becomes more than necessary to intercept this December 16 gang-rape case under the lens and scrutinize its each aspect very deeply. The moment you do so, you realize that this tragic episode, was used very shrewdly to serve some vested interests and there are many dark aspects, which have not at all surfaced despite being vast media coverage in sensational way. One might differ with my conjectures/hypothesis but the very facts point towards well-planned conspiracy to first blow out of proportion such episode and later conceal or destroy the evidences so that real picture never surfaces. Let’s deal with such dubious aspects one by one. First of all, many who had gathered at India Gate/Jantar Mantar were people belonging to women’s rights association and as per unconfirmed news reports there were disturbing elements from one political party to make the protests go out of control! The same thing happened. So that means less number of people from general public-the cattle class- and more people from dubious sections of society were mourning at the India gate and Jantar Mantar -the two spots which got maximum coverage by the mainstream media- demanding safety of women, which led to killing of constable Subash Tomar! 

Secondly, we need to know who was behind the decision to carry her to  Singapore based hospital? Why was that considered necessary and that too when it not only involved additional risk to patient but also involved huge expenditure involving taxpayer’s money? Medical fraternity is absolutely sure that there was no need to get her shifted to any other hospital, involving flight journey, when she was on ventilator, struggling hard to overcome multiorgan failure  Since it appears to be more a political reason than a medical reason, isn’t  that  shows lack of insensitivity on part of political class?  And secondly, a government claiming to ensure safety of woman, entered in such a cruel gesture when the whole nation was watching! It speak volumes about the decision making ability of Congress leaders, ironically, one of them is Lady Chief Minister of  Delhi! Agreeing  that Delhi High Court had remarked about shifting the victim to a super-specialty hospital but that was subject to  advice of medical experts and limited to extreme conditions. And the medical team has already  denied that they had no role in that decision! So who made this decision and for what reasons? It’s also curious  that electronic media channels, who covered the initial sensational phase of the tragic episode, were the ones, who abstained from covering the last ceremony of the victim, wherein it’s learned that government acted with undue haste to get the last rites done quickly, much against the opposition of parents of the victim! 

Anyway, the most sensational aspect happened while recording the statement of victim in the ICU. The Sub Divisional Magistrate Usha Chaturvedi was not only prevented from video recording of the victim’s statement by three senior police officers but also  asked by them to ” use a questionnaire they prepared”. Now that says all. The episode took a serious turn, making the SDM report the matter to Deputy Commissioner (East) B.M. Mishra. The questions we need to ask and think over are: Whom was Delhi Police trying to protect? Why was it not interested in having the videography done? Who were the backstage people involved, who influenced Delhi Police to act in that fashion? As per news reports, the people involved, the six men charged with crime, are people from lower section of society and so it’s highly impossible that top level police officers would react in that fashion and be head on with a superior authority unless some big fish is involved! And that too, at a moment, when right from Prime Minister to whole nation, everyone appeared  to be damn conscious about ensuring justice for this lady! So what was the need for Police officers to prevent the SDM from following her own way? Isn’t it a stunning blow to the claims that tough laws would ensure better environment for women? With this sort of functioning style, it’s anybody’s guess that only innocents would be behind the bars, leading to weakening of the societal structure, which in turn would help the foreign agents, in tandem with anti-India forces, to create more space for their direct control of affairs in India.

Anyway, I leave upon conscious readers to frame suitable answers for these disturbing questions. Right now I just pray for that departed soul: May you always rest in eternal peace. Hope Lord gives you all, what you failed to achieve in this ephemeral world, governed by human sharks, promoting their deadly agendas. Angels like you have no room for survival in this world.

The governments, across the globe, have become highly suspicious about the activities taking place in the world of social media. In some circles, especially among the bureaucratic class, which in my eyes are comprised of dullest minds, look with disdain at people involved in world of social media. For instance, Facebook for them is still some sort of time pass, when it has emerged as a powerful medium to shape vision of present and coming generations. It’s highly amusing that if the activities on Facebook are such harmless affair then what’s the need to monitor it? The truth is that it has become a powerful weapon to shatter the lies spread by government. It’s shattering their propaganda, with better version of any critical issue, haunting the society.

Anyway, this post is not intended to discuss about the influence of social media. It’s about one of the worst problems faced by India: Population Explosion. I am presenting the excerpts from a thought-provoking conversation that we had on Facebook. I must thank the participants that by giving way to such lively well-meaning thoughts, they added a new dimension in the stature of Facebook. Few participants expressed their views in Hindi. I have added English version of their comments, which highlights the essence of what they expressed in Hindi.

Well, one of my close friends, Carmen, living in a different nation, always feels as if she has seen/faced the worst. I ask her to visit  India and travel in over crowded compartment of train, no less than a Nazi torture cell. I am sure, after having such rough travelling experience, she would start imagining combis of her nation were better,  and she would then, definitely, run away to her nation, shedding all romantic notions aka Taj Mahal.

अरविंद जी, पूरे सम्मान के साथ इस विषय पर मेरी असहमति है। मैं इस मसले को सामाजिक मानता हूं और इस पर कानून के पक्ष में नहीं हूं। आपको पता होगा कि चीन में भी जनसंख्या नियंत्रण के लिए नीति लागू हुई थी, वन चाइल्ड पॉलिसी लेकिन वहां भी सरकार ने कोई कानून नहीं बनाया था। हां, इसके बावजूद चीन में बेतरह अत्याचार हुए। एक नीति मात्र बन जाने से किस प्रकार आम जन पर अत्याचार किया जा सकता है, यह चीन की निरंकुश शासन प्रणालि के कर्ता-धर्ताओं से सीखना चाहिए। भारत, एक वैविध्य सांस्कृतिक चेतना वाला राज्य है। यहां राजसत्ता अगर ऐसे संवेदनशील मामले पर कानून का चाबुक चलायेगी, तो समाज के बिखरने का पूरा अंदेशा रहेगा। बेहतर यही होगा कि इस समस्या को नैतिक रूप से सुलझाया जाये। जैसे प्रथम मातृत्वोपरांत महिला बंध्याकरण पर माता को तीसरे और चौथे दर्जे की सरकारी नौकरी दी जाये या फिर पुरुषों की नसबंदी पर किसी भी रेलवे की परीक्षा में कट ऑफ मार्क्स पर 40 नंबर का ग्रेस दिया जाये, तो यह ज्यादा आकर्षित करेगा। कानून का चाबुक तो सिर्फ समाज में वैमनस्यता फैलायेगा। इसे इस नजरिये से भी देख सकते हैं कि हत्या के खिलाफ कड़ा कानून है, लेकिन क्या हत्याएं रुक गयी हैं?

[ Arvindji, having due respect for your views, I beg to differ. I treat this issue as a social ill and do not subscribe to the view that this can be handled well if tough laws come in origin. No specific law is needed to control growth of population. You must be aware of the fact that China implemented one child policy, but it did not give way to any tough law to execute this policy. Despite absence of law, the government agencies gave way to cruel means to make this policy attain logical culmination. The point is even a simple policy is capable of triggering such cruel gestures on part of government. That we need to learn from inhuman treatment of people at the hand of dictatorial government agencies in China. India, on the other hand, is a Pluralistic society. I am sure, a tough stand on part of government, would lead to disintegration of society. I suggest a moralistic approach, for instance, women opting for Tubectomy, after their first pregnancy, should be offered Class Three/ Class Four government jobs. Men, on other hand, opting for Vasectomy, should be given concession in cut off marks set for qualifying in Railway Examinations. The whip of law would only increase tension within the different layers of society. Let's see it from this angle: Do tough laws that we have to control murder, stopped murders?]

नदीमजी पहले तो इस बात के लिए आपको धन्यवाद कि इतने दिनों के बाद कोई पुराना मित्र दमदार तरीके से वापस आया। फेसबुक को सरकार और कुछ मीडिया के लोग बड़ी तिरछी नज़रो से देखते है पर आप जैसो लोगो की उपस्थिति इस मीडियम की सार्थकता बढाती है। मुद्दे पे आते है मेरा रूख थोडा सा अलग है। चीन में लोकतंत्र नहीं है इसलिए वहा से तुलना बेमानी है। ये समस्या विकट है। क्योकि अगर आप भीड़ बढाकर काम नहीं देंगे तो समाज में जुर्म का ग्राफ बढेगा। अराजकता बढ़ेगी कि बिहारी बिहार में रहे और मराठी सिर्फ महाराष्ट्र में।आप देखिये आज जो भी समस्या है इसके मूल में जंगली घास की तरह बढती आबादी ही है। तो मेरी नज़रो में एक स्पष्ट नीति होनी ही चाहिए भले ही सख्त कानूनी स्वरूप उसका ना हो। इसके बाद भी अगर कंट्रोल मे ना आये तो सख्त कानून अनिवार्य है। आप इस देश में कर ही क्या सकते है जब एक बड़ा वर्ग इस बात को मानता है कि जितने हाथ उतना मुनाफा! उनको क्वालिटी आफ लाइफ से क्या लेना देना। आप पोलियो की ड्राप पिलाने में जूझ जाते है तो इस गंभीर समस्या को आप सिर्फ समझा बुझा के कुछ कर पायेंगे मुझे संदेह है। चलिए पहले आप के पाले में बाल डालते हुए पहले समझाने वाला, कुछ साथ में लाभ देने वाला विकल्प ही ट्राई किया जाए। ये अलग बात है कि पानी सर से ऊपर बह रहा है।

[ In the very beginning, I must thank you, Nadeem, for making your presence felt, after such a huge gap,  with such a powerful response. The government is not pretty happy with activism, which prevails on Facebook. Even many circles in traditional media make mockery of journalists involved in world of Facebook. However, I must say such a conscious take on this critical issue on Facebook, makes it clear that people targeting social media are, in actuality, afraid of its ever-increasing influence in deciding the fate of any issue. Let's come at issue at hand. I have slightly a different perspective than yours, Nadeem. China does not have a democratic set-up and so I don't think we can contrast our situation with what's happening there. This is a very serious issue. If you would not create scope for jobs, but keep on increasing the population, then it would automatically increase the crime rate. It will lead to chaotic situation as one state will start rejecting people belonging to a different state: Biharis should live in Bihar and Marathis should remain caged in Maharashtra type conflict would become order of the day! I mean analyze any issue and you would find surging population, spreading like wild grass, as its root cause. That's why in my eyes, a strict policy has become the need of the hour, whether or not you have a rigorous legal sanctity. If such a policy fails, then there is no other way left other than to give way to tough laws.

You know well that simple measures, devoid of legal force, more often than not, have failed to bear proper results in India. There is a big section in Indian society, belonging to particular community, which believes greater the number of hands, greater is the profit. They care a damn about quality of life. Let's know that government agencies faced huge difficulties in ensuring smooth  implementation of pulse polio drive, which had no controversial aspect at all. Anyway, you have made good suggestions. There is no harm in giving way to them before experimenting with tough measures. The truth is that water is already flowing above the danger mark.]

Unless everybody is educated, this problem cannot be solved. We can see that thirty years back the average number of children in a middle class family was 4 or 5. And now if we see it is 2. The problem is mainly in the lower class of the society, which is uneducated, and open to accept any level of living and any work (legal/illegal), and that is the class which is a deciding factor in Indian politics. By deciding, I mean, they are easily lured by corrupt politicians, and being in large number make them an important factor. And it will take another 20-30 years, to control the rate of reproduction in this particular sector of society.

Thanks for a thought provoking reply, Ghanshyam Dasji. The seriousness of the issue can be felt in exchange of views between me and Nadeem.

Since childhood, I have been reading this slogan “Hum do Humare do” (We Two, Our Two) but I don’t think it has brought any desired impact. And one reason why population graph has gone down in upper middle class, I think, it’s because of high cost of living rather than education. Still, one cannot deny educated families have better approach in this regard. Interestingly, it’s easier to convey messages in modern times. So let’s see what a vigorous campaign comes to yield. But in my eyes, we need to have a clear-cut policy in this regard. Simply messaging and giving concessions would not yield desired result.

देश का दुर्भाग्य संजय गाँधी ने गलत ढंग से मगर अच्छी पहल की थी. संजय गाँधी की असामयिक मौत ने देश को वर्षों पीछे धकेल दिया। सारे अवसरवादी,वोट के ठेकेदार इस महान अवसर को भुनाने में लगे हैं कि  कैसे अपनी जाति बिरादरी की संख्या को अधिकतम किया जाये। जीवन की गुणवत्ता से इनका क्या वास्ता इनकी तो गद्दी सुरक्षित रहनी चाहिए। पढ़े लिखे (गधों) से इन राजनीतिज्ञों को कोई अपेक्षा नहीं। उन में से अधिकतर तो वोट देते नहीं। उन्हें TV  पर मनोरंजक चर्चाएँ /बहस आदि देखना पसंद है तो जो वोट बैंक हैं उनके उसकी संख्या को तो वे (Politician) बढ़ते देखना चाहेंगे न ?आखिर गणतंत्र (भीड़तन्त्र) चलेगा कैसे ? गुणतन्त्र की बात कोई यहाँ कैसे उठाये ?और चौथा स्तम्भ भी सुनते हैं बिक गया है। एक खास दल जिसके पास अकूत धन है शायद, तंत्र उसीके हिसाब से चलता है।

[ Ironically, Sanjay Gandhi made a good move in this direction, although appropriate methodology was not adopted. The untimely death of Sanjay Gandhi put the nation again in medieval times. The opportunists are now making all efforts to cash-in-on the chaos, which prevails in this nation on this particular issue. Let the tribe of their caste increase is their only motto. They are not interested in quality of life, being solely interested in keeping their bonhomie with power intact. They are not afraid of educated class since it never uses its voting rights, being all the time swayed by cheap thrills of life. Probably, that's why, politicians are pretty much  interested in greater number of heads in lower sections of society, who constitute their vote bank. How else mobocracy would sustain its presence? Who will dare to ensure quality of life amid this lust for power? Even the Fourth Estate has compromised with its credibility. It appears that this country is ruled by a party, which has amassed huge wealth.]

[ Definitely, increase in population would increase the vote bank. And who knows, this ever-increasing population gives birth to another nation, which may give rise to new centers of corruption. So let the population swell! And if they still need more people, invite Bangladeshis!]

Arvind K Pandey ji, you are right in stating that “it’s because of high cost of living rather than education”, but the poor section of the society is equally exposed to the same harshness of high cost of food and clothes, but they fail to realize that it’s due to less developed intellect and go on reproducing mindlessly. That’s because of lack of awareness/education (mere school certificate is not eligible to be called as education until unless it instills the mind with wisdom and intellect). And it is equally true that the population would continue to increase as long as green revolution comes to absorb all the pressure. A time will come when even the best efforts to ensure the food safety will fail to satisfy all of them, the cost of food will rise very high, and there will be no availability of the jobs/or very less paying jobs. That will compel even the lower class of the society to stop breeding further.

It is all about the minimum requirements of the life of a particular individual, which matters. For upper middle class a respectful status in the society is equally important for life as are the foods and clothes. Therefore, they stopped early. For lower section of society, the minimum need is only food and clothes, which will be under risk soon with this rate of their growth, and they will be forced to follow the middle class.

True, otherwise, it will be too late. And the society may collapse. Serious consequences are in store–like increase in crime. If awareness program fails, a binding law is a wise decision. “bhay binu hohi na preeti” (fear factor is necessary to elicit love/respect). Giving way to harsh decisions to prevent a greater disaster, is right in my opinion- something that you have already mentioned above. That’s because the government has not enough resources/employment to lure them. So the alternative way as suggested by Nadeemji does not look feasible in current situation.

Finally, Ghanshyamji took a big U turn and felt that “a binding law” is needed. So let’s see what the result of your way, which is recommended by Nadeem as well, yields. I have no problem with this idea, but given the way this nation functions, unless there is well regulated proper policy which supports this vision, I am apprehensive about the success of vision you both collectively share.

भीड़ का मनोविज्ञान: अन्धो के देश में काने राजा बन कर उभरते है!

 इस का मतलब ये नहीं कि मै बाल ठाकरे की नीति या राजनीति का समर्थक हूँ। कतई नहीं। लेकिन एक ठाकरे को कोसना मै  जायज़ नहीं मानता क्योकि इस हमाम में कौन नंगा नहीं? तो सिर्फ ठाकरे से घृणा क्यों? सिर्फ ठाकरे से दूरी क्यों?

इस का मतलब ये नहीं कि मै बाल ठाकरे की नीति या राजनीति का समर्थक हूँ। कतई नहीं। लेकिन एक ठाकरे को कोसना मै जायज़ नहीं मानता क्योकि इस हमाम में कौन नंगा नहीं? तो सिर्फ ठाकरे से घृणा क्यों? सिर्फ ठाकरे से दूरी क्यों?


इसके पहले मै बाल ठाकरे की शोक यात्रा में उमड़ी भीड़ के बारे में कुछ कहूँ ये समझ लेना आवश्यक रहेगा कि प्रजातंत्र में  संख्या बल बड़ा मायने रखता है।प्रजातंत्र का आधार ही यही है कि जिसके पीछे जनता वही हीरो बाकी सब जीरो अब चाहे उसने नंगा करके अपने को भीड़ जुटाई है या सबको दारू रुपैय्या बाँट कर। पर भीड़ के दम पर ही लोकतंत्र चलता है अब चाहे जनप्रिय नेता की बात भीड़ के बीच में बैठे कल्लू को या मंच पे बैठे सेठ किरोड़ीमल को समझ में आ रही हो या ना आ रही हो इससें किसी को क्या मतलब। भीड़ में है यही बहुत है। यही लोकतंत्र का माडल है जिसकी लाठी उसकी भैंस, और जिसके पास सबसे ज्यादा लाठी उसके पास पूरा देश। 

इस तर्क के हिसाब से चले तो अल्पसंख्यको के दम पर राजनीति करने वालो के मुंह पर ठाकरे साहब मर कर भी कस कर तमाचा लगाने से नहीं चूँके। बाल ठाकरे का मै कोई प्रशंसक नहीं क्योकि मूलतः मै उग्र विचारधारा का समर्थक नहीं  हूँ क्योकि उग्रता इस देश का स्वभाव कभी नहीं रहा है। लेकिन आसुरी प्रवत्ति से लैस बढ़ते लोगो का झुण्ड, अल्पसंख्यको के नाम पर होते रोज तमाशे, हिन्दुओ में फैलती कायरता के चलते तहत ये आवश्यक हो गया है कि कुछ शेरदिल नेता पैदा तो हो जो अपनी दहाड़ से कम से कम हिन्दुओ का उत्साह तो कायम रख सके नहीं तो कोई लालटेन जलाकर, कोई हाथी भागकर, कोई साइकिल दौड़ाकर जनता को नित प्रतिदिन बेवकूफ बना कर भीड़ जुटा रहा है। ऐसे में कोई देश को बाटने वाली विभाजनकारी ताकतों को को उनकी ही भाषा में जवाब देकर भीड़ जुटा गया तो इसमें हो हल्ला मचाने की क्या जरूरत है। इसमें इतना आश्चर्यचकित कर देने वाली क्या बात है। 

क्या इसके पहले भीड़ जुटते नहीं देखी किसी ने? आप ने चुनाव की रैली नहीं देखी क्या? मुफ्त में लखनऊ आयेंगे और नेताजी का भाषण सुने ना सुने चिड़ियाघर में शेर के दर्शन करना नहीं भूलेंगे। अगले दिन अखबार में नेताजी का कहिन और भीड़ की फोटु दोनों मौजूद होंगे। और पीछे जाए भारत छोड़ो आन्दोलन में लगभग पूरा देश उमड़ पड़ा था। जय प्रकाश नारायण के आहवान पर क्या भीड़ नहीं उमड़ी थी? खैर उस भीड़ के तत्त्व अलग थें। इस इक्कीसवी सदी के भारत में जब सब नेता स्विस बैंक प्रेमी हो गए है, जब नेता गरीबी को नहीं गरीब को ही हटा दे रहे है, आतंकवादी नेताओ का शह पाकर सलाखों के पीछे बिरयानी काट रहे है तो ऐसे में भीड़ के होने के मायने भी बदल गए है।  

वैसे आश्चर्य है कि बहुत से लोग ठाकरे को साम्प्रदायिक राजनीति करने वाला, उकसाने वाली राजनीति करने का आरोपी मानते है इसलिए अछूत मानते हुए अल्संख्यको की नज़रो में सेक्युलर बनने के लिए शोक यात्रा में नहीं शामिल हुएँ। मै इन विवेकी नेताओ से ये जानना चाहूँगा कि कौन सा नेता सही राजनीति कर रहा है? कौन नहीं राजनीति की दूकान चला रहा है? तो शुचिता का पाठ ठाकरे या मोदी जैसे हिन्दू नेताओ पर ही क्यों लागू होता है? तो क्या  अलगाववादी नेता जो कश्मीर में पंडितो को मारकर, भगाकर आज़ादी मांग रहे है इनके नेता के शोक सभा में होना चाहिए? या इन नेताओ के शोक सभा में होना चाहिए जो सबसे मेहनती मजदूर के नाम पर राजनीति कर रहे है। मजदूर तो वही झुग्गी झोपड़ी वाले रहे लेकिन ट्रेड यूनियन के नेता एयर कंडिशन्ड केबिनो में जा पहुंचे। तो इन नेताओ के मरने पर भीड़ जुटनी चाहिये? या इन “हाथ की सफाई” वाले नेताओ के मरने पर मजमा लगना चाहिए जिनके कुकर्मो की लिस्ट इतनी  लम्बी है कि यमराज के आफिसवाले वाले भी ना पढ़ पाए अगर चाहे तो। या राम लला के नाम पर सत्ता पाने वाले वाले पर राम को ही पीछे  धकिया कर राजनीति करने वाले नेताओ के मरने पे भीड़ होनी चाहिए? तो ये बाल ठाकरे की शोकयात्रा   में उमड़ी भीड़ पर जलने वाले, कुढने वाले, दूर रहने वाले जलते रहे, कुढ़ते रहे, सर नोचते रहे है।     

बाल ठाकरे इन धर्म निरपेक्ष नेताओ से अच्छा नेता था। कम से कम उसका असली चेहरा सामने था। उसने नकाब ओढ़कर राजनीति नहीं की। पीठ  पीछे घात लगाकर हमला  नहीं किया। जो भी किया खुल कर सामने किया। यहाँ का खाकर कठमुल्लों की तरह विदेशी ताकतों की जय नहीं करता था। धर्म निरपेक्ष बनकर बिरयानी तो नहीं काटता था उन आतंकवादियों के साथ जो निरीह लोगो को हलाक करते थें। इस का मतलब ये नहीं कि मै बाल ठाकरे की नीति या राजनीति का समर्थक हूँ। कतई नहीं। लेकिन एक ठाकरे को कोसना मै  जायज़ नहीं मानता क्योकि इस हमाम में कौन नंगा नहीं? तो सिर्फ ठाकरे से घृणा क्यों? सिर्फ ठाकरे से दूरी क्यों? 

रही भीड़ की बात। तो मेरी नज़रो में भीड़ का आना ख़ास महत्त्व नहीं। कल शाहरुख खान इलाहाबाद में रंडी टाइप का ठुमका लगा जाए तो उजड्ड नौजवानों की बेकाबू भीड़ लगेगी चीखने चिल्लाने? तो क्या शाहरूख खान को मै इस भीड़ प्रदर्शन के बल पर पर बहुत बड़ा अभिनेता मान लूं? या कल को कोई ईमानदार आदमी मर जाए और सौ पचास तो छोड़िये दस आदमी भी न शामिल हो तो क्या मै उस आदमी को कमीना मान लूं और इस शोकयात्रा को भी फ्लाप या हिट शो मानने की कवायद में जुट जाऊं ?
